Ad astra per aspera said Regional Chair Gary Carr.. Downloading of costs to municipalities for provincial social services began in the late 1990s by the Ontario government. Currently, mu- nicipal property taxes help to fund services such as Ontario Works, social housing, social assistance drug costs, public health, ambulance services, child care and services for seniors. Ontario is the only province that requires prop- erty taxes to fund social and health programs. The Fairness for Halton Campaign is a unanimously adopted regional council reso- lution advising the provincial government that Halton Re- gion cannot accommodate the growth targets specified in the Provinces Places to Grow Plan unless the On- tario government commits to providing the necessary financial tools and fund- ing commitments to address municipal infrastructure and social service needs. long-sleeved shirts and pants with tightly-woven fabric. Avoid being outdoors from early evening to morn- ing when mosquitoes are most active and likely to bite, as well as at any time in shady, wooded areas. Use an approved insect repellent, such as one con- taining DEET, according to the manufacturers instruc- tions. Mosquitoes breed in stand- ing water. To reduce mosquito breeding sites around your home: Drain any areas of stand- ing water. Change the water in bird- baths and empty rain barrels weekly. Remove old tires and turn over pails, toys, and wheel- barrows. Keep eavest roughs clear.
