Township planner Bernie Hermsen presented the draft subdivision plan for Ushers Creek Subdivision on Wel- lington Rd. 86, in former Pilkington. The draft ad- dresses concerns voiced at a public meeting held Nov. 12. They include road con- ditions, traffic, water quality and quantity, high water table, septic systems, storm water management, drainage, grad- ing, relocated municipal drain and parkland. The conditions of the agreement stipulate that the development be consistent with the Official Plan and compatible with adjacent uses; the proposed road integrates with the existing network; the township engineers (RJ Burnside) be satisfied with the proposed storm water management system; all lots conform to the Rural Residen- tial designation; and a park block be provided linking with Kissing Bridge Trail. The configuration of the mu- nicipal drain and Regional Floodplain must be reviewed and accepted by Burnside and GRCA staff. One hot button issue was water quality and quantity as residents were concerned about their wells. A pumping test was conducted in June and found minimal impact to adjacent wells and the potential yield of the aqui- fer is greater than projected demand. Regarding quality, it was tested according to On- tario Drinking Water Quality Standards. It met all standards except hardness, iron and total coliforms. The hardness and iron are not considered to be health issues, but rather aesthetic. Regarding coliforms, ground water treatment sys- tems were recommended, in addition to offering informa- tion on private systems to the homeowners. Councillor Doug Breen asked if there was any protection for existing well water quality in relation to the addition of septic sys- tems. Hermsen said that was addressed in the agreement. To manage storm water, roadside ditches will drain away from the development into the municipal drain. Sur- face swales will be located at the rear of each property. Mayor Chris White asked if they would be a safety issue. Hermsen explained that they will be 100 feet wide with gradually sloping sides, trees Continued on Page 17
