So far this year, the Town has accommodated 120 individuals with spe- cial needs in recreation programs including 35 who required one-on-one support. People who need- ed one-on-one support had to pay the wages of the support staff, as well as the program registra- tion fees, and that caused an economic hardship for some. Under the new policy, that financial barrier will be removed, beginning with the 2009 spring pro- grams, as the operating budget includes $23,000 in staff wages and benefits for the addition of 1.1 part- time staff for programs with established one-on- one support, like aquatics and summer camps.
