The need for the Bruce to Milton Project was es- tablished by the Ontario Power Authority (OPA) and is consistent with provincial land use policy and the Off-Coal pro- gram targets. Proponents said the line will avoid the high cost of strand- ed power supplies in the Bruce area, and the OPA concluded the Bruce to Milton project is the only practical alternative to de- liver power to the Greater Toronto Area.
