By Frances Niblock In what the Mayor described as a huge statement, Town coun- cillors voted to prevent any scheduled events this year at the Halton Place equestrian centre on 15 Side Road, west of the Fourth Line, until a num- ber of site plan issues are resolved. The tough stance fol- lows a history of Halton Place violating site plan conditions imposed by the Town and Niagara Escarpment Commission (NEC). At a recent council meeting, neighbours of Halton Place complained that it was receiving pref- erential treatment from council, despite not com- pleting several requested studies including traffic impacts, tree preservation and stormwater manage- ment. Halton Place lawyer Thomas Arnold admit- ted that the studies were overdue but said that a site plan agreement with the Town could be com- plete within three months, if the Town granted the additional time. That suggestion did not sit well with neighbour Jack Pemberton who said it appeared Halton Place was getting preferential treatment as it continued to defy and ignore regu- lations and requirements without penalty. We question whether that is effective municipal governance, Pemberton said, adding Halton Place is still in default with the 2008 and 2009 site plans. He also alleged that Halton Place buried 200-tonnes of manure near the head- waters of 16 Mile Creek. Town planning dir- ector Bruce MacLean said while Halton Place had not met the target dates required, it was be- ing co-operative with a complicated issue that involved several jurisdic- tions including the Town, NEC, Halton Region and Conservation Halton. He said staffs first approach is to work with an appli- cant, but said there are penalties that could be imposed on Halton Place under the Planning Act, but also said they are close to resolving out- standing issues. The on-going dispute with the equestrian centre has annoyed several coun- cillors including Ward Two Councillor Joan Robson who accused Hal- ton Place of a pattern of violating every rule laid down. The planning staff rec- ommendation was to allow Halton Place an additional three months to submit the required reports to finalize the site plan, but that was amended by Regional/ Acton Councillor Clark Somerville who wants council to ask the NEC not to issue a permit for any horse events this year until the site plan agree- ment is complete. Describing the Towns tough stance as a huge s ta tement Mayor Bonnette said it was un- fortunate they had to use a hammer, but it was a necessary hammer to try to get some peace in the neighbourhood.
