WIN $500 in FREE* GAS 4 Independent & Free Press, Wednesday, July 16, 2008 The town will get a whole lot brighter at night thanks to a new streetlight repair program. The Town of Halton Hills has hired SouthWestern Energy Inc. (SWE) to re-lamp the towns entire streetlight system over the next five years. Cost of the contract will be about $440,000 for light replacement and maintenance. SWE is a wholly-owned subsidiary of the Halton Hills Hydro Inc, of which the Town of Halton Hills is its only shareholder. To address complaints from residents that streetlights were not being repaired in a timely manner (only 10 were repaired per year under the previous contract), all burned-out lights will now be repaired on a bi-weekly schedule. Residents will be able to contact SWE directly regarding streetlights a voice-mail will be set up to take the calls. As well, residents can call 311 or HHHI and the information will be for- warded to SWE. The maximum normal wait time if its not an emergency, safety or security issues will be two weeks. According to Town Engineer Chris Mills, Director of Infrastructure Services, re-lamping is being done because normally there is quick degradation in the output of light after five years in the life of a high-pressure sodium lamp, and the majority of the Towns system is well over that timeline. By group re-lamping we are restoring the sys- tem back to an almost-as-new condition, which gives the benefit to the town of having consistent light levels. The cost for having the system re-lamped is comparable to what the Town currently pays to maintain the system. ...We are able to achieve an entirely fresh system for what staff have deemed as a nominal amount, Mills told council at a meeting recently. While staff looked at changing the lights to LED technology the cost was prohibitive, Mills said. It would have meant changing the whole lamp head, at a cost of $1,000 each, and with about 5,000 streetlights in town that would cost $5 million, plus installation and maintenance cost. As well, he said, LEDs reliability has not yet been proven in streetlights. While there are cur- rent Town pilot projects underway, staff is not convinced that its ready for a full-scale road sys- tem. Mills said the staff plans to revisit the tech- nology when the system requires another refresh. However, Mills noted that the Town will still see energy efficiency with the approved re-lamp- ing program, as the new lamps will have greater light output but using the same energy as the degraded lights.
