Ontario Premier Dalton McGuinty announced Monday that $1.1 billion of the 2007-2008 surplus will shared among Ontario municipalities. Based on per capita 2006 Census numbers, it means the Town of Halton Hills gets a $2,481,806 capital grant while Halton Region will be getting $22,077,181. The Town is absolutely excited about this new money, said Chief Administrative Officer Dennis Perlin. Theres no strings attached to this funding the Province is not telling municipalities what to spend the money on, except that it should be on infrastructure improvement projects such roads and bridges, expanding transit or building municipal facilities. Perlin said its premature to say what this money could go towards in Halton Hills, listing a number of possibilities: the expansion and renova- tion of the Halton Hills Cultural Centre and library, a new twin pad arena, parks or roads. Perlin said while initial discussions may be held at a 2009 preliminary budget meeting sched- uled for September 15, a more formalized spend- ing plan will likely be developed in time for the 2009 capital budget discussions in November. According to Halton Regional Chair Gary Carr, the distribution shows the Province is listening to the Fairness for Halton Campaign. This is a good sign, he said. Theres no question that municipalities need the money, said Wellington-Halton Hills MPP Ted Arnott. Its a good start, but we still cant count on the province for stable, pre- dictable funding from gas tax rev- enues and thats what is missing from the announcement. Although the McGuinty Liberals provide predictable gasoline tax rev- enue transfers to municipalities operat- ing mass transit systems, rural and small-town municipalities remain left out in the cold, said Arnott. A billion dollars for infrastructure is a lot of money, but the need is much, much greater, he said. The three other Halton municipali- ties received the following allocation based on per capita: Milton, $2,421,207, Burlington, $7,380,241 and Oakville, $7,434,016. The Investing in Ontario Act 2008 states that any surplus above $600 million must go to munic- ipalities to fund infrastructure projects. The 2007- 08 Public Accounts released Monday showed a $1.7 billion surplus. The remaining $600 million will go towards reducing the Provinces deficit.
