Road study official plan important in Eramosa reeve says at inaugural A road needs study and the official plans are the most Important Items township council must deal with over the next two years Reeve Warren Parkinson said In his inaugural address to council Monday The reeve said the road needs study would give council direction and hopefully show the need for more road assistance from the province The townships official plan will be a difficult document to alter the reeve suggested and It was important that it represent the wishes of the community He said the township planning board has spent many nights going over the official plan which was also needed to keep the Committee of Adjustment as well as to preserve the township Next on the reeves list of priorities was annexation for the village of Eden Mills where It Is proposed to place the village completely under Wellington County instead of being split between Wellington and Halton He suggested council should neither oppose or uphold the annexation proposals leaving it up to residents of Eden Mills to decide for themselves He warned that provincial regional government proposals for Halton could deter any transfer of land from one county to the other Library Important Fourth on the reeves list of priorities was the township library to be established in Rockwood Centennial school and used by both township and village residents He felt council should actively support and en courage its use A sore point but one which the reeve felt council must pursue was the problem with building in the township He said it was councils res ponsibility to avoid the pitfalls which had plagued them over the past two years and come up with solutions The contentious water and sewer proposals for Rockwood were last but not least on his list of priorities In his view it did not matter whether the cabinet approved or disapproved of the proposals It was up to the people of Rockwood to guide their own destinies It was his contention the township council would abide by the decisions of the village trustees as they had in the past He thought there were avenues where the village and township could cooperate and it would be up to council to cultivate them survey Deputy Reeve Duncan McPhedran recommended that should encourage a registered survey of lots in the villages and township to avoid many of the problems residents are encountering Old boundaries and fences are difficult to determine without a survey he said and often create problems when the exact lines are found The deputyreeve said the township building bylaws were understood by past councils but never fully regulated and he suggested now was the time to start Contingent with building problems it was also councils res ponsibility to supply rules and regulations for business In residential areas and regulate the type of business and building He also pointed out that council must not go by the letter of the law which might remove half the people of but temper regulations with common sense In the deputy reeves view the township must find some means of getting more gravel on the roads The 10000 yards put on the roads last year was pretty and should be increased Mr said he was also going to pursue a pet project of his own a hard coating on the road through Everton Camp traffic necessitates something be done with the road he said noting with a grin that the hard to could go as far as his own place if council desired Four Areas Senior councillor Bill was next in the session and he suggested four areas where council might establish priorities Planning was number one with the official plan and connecting by laws suggested council should consider yards of gravel on roads this year double last years total In his view previous councils had left road gravel out of the priorities and it suffered as a result General funds should be available for recreation as the program takes on more importance in the township Mr felt Council should also seriously consider making up the recreation committee so it is representative of the entire township Mr Adsett wondered whether council should not seriously consider two regular meetings a month Instead of one and a system where committees were used with more effect Two new faces The two new councillors Betty Lou dark and Jim Milne both spoke Mrs Clark remarking she was delighted to hear of the decision to go ahead with a community centre for and the township She suggested council should get solidly behind the project Mr Milne said he was glad to be back In a council scat and he hoped to achieve better rapport between the trustees and township as one Earlier in the meeting the new council simultaneously took the oath of office with clerk Lloyd in the chair Rev A briefly to council urging them to use their responsibilities to give the good life to everyone in the community He noted that the freedom enjoyed in Canada is rooted In religious values and read a short passage from the Scriptures where Peter urges Christians to honor all men love the brotherhood to fear God and honor the king He invoked a blessing on council through the next two years of work Reeve Parkinson welcomed each council Individually to the meeting The clerk and road superintendent Bob Hamilton also spoke briefly Reappoint Strong Cargo to Eramosa plan board council acted on one half a request from village trustees that Richard Strong and Trustee Gary Bateman be appointed to the township planning board to represent the village After a lengthy discussion council decided to appoint Mr StrongandreappolntH Cargo to the board but invited Mr to attend board meetings in an unofficial capacity New councillor Betty Lou Clark who advocated the appointment of Mr voted against the motion She felt Mr would express the views of the village and should be on the board She also advocated the inclusion of Mr Strong citing the value of his professional knowledge Deputy reeve Duncan Mc felt council should reappoint Ted Cargo to the board since he had also been actively engaged with the Planning board and had much to do with the official plan which was almost completed He thought the continuity of he board should be preserved Reeve Warren Parkinson agreed noting that it was dif ficult to make a decision when three good men were vying for two positions but he favored keeping the some praise from township councillors this week Councillors were discussing a recent ice storm which treacherous roads through the district and Councillor Mclntyre mentioned the town ship roads were well sanded although roads in neighboring townships werent Weve spoiled them in Nossagaweya mused the councillor and fellow councillors agreed Councillor Art Gibson Questioned the roads superintend about a poultry truck carrying a load of live chickens which had some difficulty on the roads It turned out the truck had gone in a and the township roads crew had helped get it out but when the truck tried to leave the township It was held up because the roods in the next municipality been sanded INAUGURAL MEETING OF township council Monday was a full days affair that continued on Tuesday to clean grants into one session and make a decision on their relevance meanwhile in structing the clerk to find out whether organization did not first receive money from the county Decided to Join the Association of Rural Muni cipalities and attend the con vention in Hamilton on February and It was decided not to Join the Association of Municipalities of Ontario because it was felt the smaller municipalities were subordinate to larger centres and their voices would not be heard It was also decided to rejoin the Ontario Good Roads Association an organization which had been valuable in the past at a membership tee of Appointed Reeve Warren Parkinson to the Guelph Suburban Planning Board for 1973 Passed a bylaw authorizing the borrowing of from the Royal Bank to meet current expenses until taxes were collected Will Instruct the building inspector to give a building permit to Bill Wright for erection of a garage on his property on Lot Third Line Mr Wright wishes to use the garage to house a truck and boat and Intends to build a residence within three years or would tear the garage down Although the garage has already been partly built council felt Mr Wright had no intentions to deceive council regarding his in tentions He was represented by his solicitor H Murphy At the previous meeting council told Mr Wright he must apply for a minor variance Extended the term of Cuyler Wheeler on the Committee of Adjustment for another three years Repealed the bylaw amending the zoning bylaw prohibiting the sale of used cars in the village of Rockwood The reeve declared the amendment was not legal and the zoning by law could stand by Itself pie provision was aimed at Shamrock Motors Passed a bylaw establishing an interim levy of mills which would be due and payable March 311973 A penalty of one per cent per month for the amount in default can be exacted under the bylaw provisions Passed a bylaw amending Ihe zoning bylaw so a privately owned camp may be operated on and Road Superintendent Bob Hamilton Coles Photo Authority employs 90 in winter works A budget has been approved for the Grand River Conservation Authority under the provincial governments current winter works program and people are being employed in five areas of operations About 42 people are working on maintenance and development projects at authority opera ted conservation areas throughout the watershed Work includes setting up wilderness areas with nature trails signs and shelters Crews are also cutting dead elm trees and working on erosion control and improvements to river and stream shorelines Another eight workers are helping the authority con struction and maintenance crew with restoration projects at conservation area between Acton and crew is also assisting with destumping in large reservoir and other major development works Forestry and wildlife work accounts for more jobs on projects aimed at improving forest areas and wildlife habitat Included In the program is con struction of more heron nesting facilities at Luther Marsh wildlife area About technical people are helping with surveying mapping ana planning and assisting with forest fish and wildlife manage ment
