The Acton Free Press Wednesday February 7 Water sewers again Rockwood benefit from increased subsidies may be one of the first municipalities to benefit from increased financial assistance to small municipalities for water and sewer projects Ontario Environment Minister James Auld has announced that the Government has approved Increasing the subsidization of capital costs of the two systems from to 75 per cent If the Ontario Cabinet decides Rockwood Is to have sewers and water installations the village could be one of the first to benefit from the increases In 1969 the Province of Ontario Initiated the provision of financial assistance to small municipalities In the form of capital not exceeding per cent of the gross capital coat of water and sewage works systems The program has 250 projects There are still some municipalities that would be burdened by charges exceeding the objectives of per year for sewage service and per year for water service If the Ministry is to continue with Its thrust towards eliminating pollution and providing adequate safe water for public consumption additional facilities become Increasingly necessary Mr Auld department To alleviate this situation the Ontario Government has approved of an increased financial assistance policy for water and sewage works systems conducted by the Province for small municipalities The previous limit of BO per cent of capital costs will now be increased to per cent of the capital costs of the two items In order to properly reflect the Inflationary trend in the cost of servicing adjustments have also been made in ob jectives for typical average borne charges The new charges on which the basis of financial assistance will be determined are for sewage service and for water service an Increase of per year from the objectives established in The department hopes this Increase in assistance will enable small Ontario communities that could not previously af ford to construct and operate these facilities to do so now The new village board of trustees has declared it Is opposed to Installation of a sewer and water system In a letter the trustees asked township council to rescind sewer and water bylaws and cancel any agreement with the Ministry of the Environment However the township council delayed a decision on the Rockwood trustees request until more information was available on who would pick up the tab tor preliminary engineering charges which could be as high as It has since been learned the figure is closer to The township council is scheduled to deal with the matter at a meeting today Wed but they could again delay the decision depending on the legal advice they get I don t believe the township council can take any action until a decision Is handed down by the Ontario Cabinet the reeve declared at a special meeting last week Meanwhile the tment of the Environment has said it expects to call tenders the sewers and water projects In March Construction Is expected to start In June of this year However a decision by the Cabinet In favor of the ratepayers could again stop the projects which were first requested in I960 by village trustees The delay in a Cabinet Ontario Municipal act the trustees have the authority to license business as a matter of procedure and control The Rock wood board felt that an annual renewable license costing a minimal amount would be a way of ensuring that all businesses would be properly regulated The license costs will not be a hardship agreed the board and accordingly It will be one related to all places In the village where
