defeated however Singleton suggested that because a person was appointed to a headship t mean he would still hold that position years later Singleton said that unlike the headship system where a head must have received a specialist degree in his subject area to be considered for the appointment a chairman won t necessarily be a There will be more emphasis on leadership and less credentials he suggested Burlington trustee Fred noted only one third of the teachers have sufficient academic standing to qualify for appointments under the headship system now He indicated many good leaders were
