of the major recom in a nine point program to reduce solid waste in the region The pro posal was advanced by Oak vilie Councillor Terry Man- and it won the support of the region public works committee Wednesday It will go before Regional Council today The Initiative for the plan came from Councillor Man- who is not a works com it tee member In fact he has been a harsh critic of the committee dealings In the contentious landfill matter It was only through his quick talking and persistence that the committee even agreed to deal with his plan- even though it was recorded as an agenda item Nine steps The comprehensive plan in cludes nine steps The region would Endorse a ban on returnables Request area municipal to require separation of glass and tin for separate pickup from householders such material to be marketed by the region Request area municipal i ties to cooperate in reducing household collections to one bag per week by Jan 1 and that a joint education and instruction campaign be pre pared Undertake research to re duce industrial and com Official plan waste with regional Incentive to promote reduction recycling or reuse and challenge commerce through local Chambers of Commerce wilh a suitable in centive program Fee scale Develop a suitable sliding scale of rates for municipal waste received at regional sites in order to reduction Adopt a policy of its own operations methods which wil reduce waste and energy con sumption and maxim ire the use of recyled materials practical Have the staff develop a program In cooperation with area municipalities senior levels of government and appropriate outside agencies to implement the most effec program of solid waste reduction possible and prac Advertise its desire to ob tain proposals from the private sector for practical economic solutions to the pro blem of solid waste including management marketing re cycling and or conversion When Mr Mannell ap peared at the meeting he was told quite simply that the
