the trustees She also said she t expect the board will launch a suit against although a grievance against em bargo might end up before the Education Relations Com mission Mrs Alexander said she wouldn t be surprised if re organization becomes a big issue when it comes time to work on a new teacher con tract In a prepared statement the board indicated the move to chairmanships was in tended to move away from a opheavy administrative structure in secondary schools in which one out every four teachers had a position of responsibility This will reduce the number of people in the hierarchy The board noted six years ago a new school was opened In Burlington under the chair manship system and it was thoroughly evaluated and deemed successful by local high school teacher feder ation officials Ministry of Education and the board The evaluation was completed in 1975 In 1973 the a policy for changeover to and allowed time for a smooth transition but this was misinterpreted by many schools as
