District Health Council In a brief submitted to the Select Committee on Health Care Costs and Financing at Queens Park the Health Council makes several suggestions concerning ways costs could be of a modified rebate scheme or provision of a option Supporting the principle that all who have the ability to pay should pay something the brief says the policy of exempting all senior citizens from premiums and certain drug costs may need to be changed in view of the increase in the population projected for the future Tying premiums to taxable Income is an option which might help to educate people against the misuse of the system The noclaim bonus or modified rebate scheme would reward clients who remain healthy Under this option all subscribers would continue to pay an annual premium
