Parker I Rock- wood is taking over from Andy Crichton a veteran of years of customs service recently retired The customs office is in Acton Customs Inspector Parker and coworker Murray Harrison are overturn an Ontario Municipal Board decision which councillors fear could have severe cost implications In the fut ure Council approved last week a recommendation from Councillor Joan to reconsider a previous decision to take no action At the centre of the controversy is Harry Norton Acton who sought in to sever a piece of land he owns and sell a portion of it Norton was finally granted his severance by the regions Land Division Committee in July but that decision was appealed to the Ontario Municipal Board by regional cil At a hearing held last October the 0MB over turned the Land Division Committee decision and refused Nortons appli cation because it did not conform to the regional official plan The Board also ordered the region to pay all of Norton legal fees be cause of alleged miscon duct by regional staff during the decision mak ing process councillors were told Norton said In an Inter view that he has never asked the region to pay his legal coats it was simply an unsolicited dir ective by the 0MB If the award is allowed to stand regional sol icitor Dennis Perlin war ned councillors they could be faced with sim ilar costs for every ap peal that is made to the OMB whether the wins or loses its case In a December report to regional council explained that the OMB member hearing the case In October felt the need for an appeal to the board could have been avoided If a regional planner had attended the Land Division Com mittee meeting to explain that the proposal did not conform to the official plan Norton said before seeking the severance he went to several Land Division Committee hearings and studied the situation carefully He was convinced he had a better than 50 SO chance of getting the severance Reports dealing with the severance from var ious government gave the appearance nobody had ever been out to look at his property Norton noted adding the only body which In the end objected to the sever- once regional planning noon sent anyone to see his land He advised councillors that they could either petition the provincial cabinet to overturn the decision appeal to the courts or ask the to review its decision Since Mr the member recommended that an appeal be made to the courts but cillors rejected this course because of the additional expense it would mean to Norton The future implications of the decision however prompted to later recommend the appeal to cabinet to the planning committee which re fused to make a decision Councillor also urged councillors to take some action to over turn the decision since It will certainly reflect back on each of our mun icipalities in future if we do nothing Thefuturecosts to the region and the area mun icipalities could be sub stantial if we takq no act ion she added Councillor David LaCombe warned that all taxpayers In the region would face the costs of this decision if the cil took no action taxpayers have been dealt an under the table blow by on orbit rary body he said It is like being strapped for throwing snowballs In his report said the appeal to the cabinet would be the least expensive route to take for Norton who would have to file a coun ter petition Halton Hills mayor Peter said any action the council took would end up costing Norton more than he had already and we should assume the costs for put ting him this very trying experience This was clearly caused by the regions fault and I dont think this Is a precedent setting cose I think that has been blown out of pro portion The motion to appeal to the cabinet was passed on a 16 to 5 recorded vole Norton said his lawyer suggested It could cost him SI to file a coun ter petition with the cab- met Ho doesnt know yet what his lego costs for the OMB hearing are Norton has yet to receive the bill but regional of ficials expect the Judge ment could run from to 93000 Norton said he feels strongly that Hills councillors supported him all they could He is disappointed and bitter deduct up to 50 per week from a domestic employees wages for room and board Time Off Domestic employees are entitled to at least 36 consecutive hours of free time per week without deduction from wages If work is performed during this free time the equivalent amount of time off or payment at not less than 3 an hour must be given Annual Vacations Domestic employees are entitled to at least weeks of vacation per year and to at least per cent of annual wages as vacation pay Public Holidays Domestic employees are entitled to seven paid statutory holidays per year If work is performed on the holiday another day off with regular pay must be given before the next annual vacation All domestic employees including those working less than 24 hours a week and baby sitters and companions continue to be
