serviced campsites and controlling future development of his property through site plan approval However the Town received a number of objections from neighbors to the amend ment They expressed concerns about noise water supply and septic system adequacy the scale or number of sites in the camp ground destruction of fences and trespass ing problems inadequate size of the camp ground for the number of people camping there inappropriate location and features and need for a buffer zone Neighbors were also worried there could be year round camping in the future at Nor Park Planning staff suggested the bylaw amendment be modified before it is sent to Ihe Ontario Municipal Board In the hopes of satisfying the objections of neighbors and so the number of sites for tents and trailers be reduced from to 175 Staff felt this would still permit future expansion Staff also recommended beefing up the language defining campground so it would be clear It means seasonal Barber told councillors he was satis if with the original amendment the Town adopted he felt he could live with those restrictions Hedidn the modified bylaw covering seasonal camping only but was against seeing the number of sites cut from to 175 He said he need the sites now but felt sites would cover aUhls needs lor the next three to five years Barber said every winter he seems to be working with council and staff on one regulatory bylaw or another He said he might as well sell his business if council continued being so restrictive and noted other campgrounds in with of land or even less are allowed more campsites than he wanted Planner Ian Keith said the planning department t been able to satisfy cither side Staff wanted to proceed to send the amendment to the OMB but continue mediating in the hopes of settling the matter before hearing was held Barber said he currently has 100 serviced sites as well as 30 or other sites He noted he wanted to expand the rec hall to give campers a place to go in poor weather and also reduce noise for the neighbors Barber said he and his campers have been blamed for noise in the past which has come from homes down road but his neighbors assume it comes from Nor Park A neighbor warned sites translates into about 1 campers She complained the neighbors seem to have no rights despite the fact they pay high Uses and receive few services She said people Barber too whose business was legal for about years He said the Towns mistake had frozen Barber Keith countered it t a mistake the original bylaw was designed to give council some control over recreation centres and regulate the number of camp sites The mayor said he appreciated the nigh bors concerns but Barber was caught in a trap before the 1962 he could have expanded as much as he wanted He said staff was proposing a reduced number of sites with no guarantee that would satisfy objectors Councillor Dave Whiting complained the Town encouraging tourism and then restricting too much a tourist facility How could the Town want tourists to come to Actonandthenllmitwheretheycanstay he asked He said neighbors should have checked out zoning before they bought land He said reducing the sites would be a kcik InlhebchindtotheNorthHalton Tourism Association Sheldon disagreed that Barber was caught in a trap since he t have found he was restricted If he didn t want to expand his
