reservations about the Niagara Escarpment Commissions proposed Plan hearing officers review report The task force brought down a whole package of recommendations dealing with the hearing officers report on the NEC Plan which were approved Monday by Hills general committee The Towns com ments are being sent to the premier provin da cabinet and Provincial Secretary tor Resources Development The municipality of Halton Hills con cerned and disappointed with the demonstrated lack of regard and in- sensitivity to the views of the taxpayers and their municipal representatives as demonstrated by the hearing officers The task force addressed not only to the thousands of acres in the Town under the control of the NEC but also vast tracts of land covered by the region in its Official Plan and expressed concern about aggre gate policies in both Jurisdictions Hills has objected to the hearing officers suggestion that high priority mineral resource areas as identified by the Ministry of Natural Resources be included as part of the proposed plan and that this be done by means of overlays to maps which form part of the proposed plan The Town says mineral resource maps should be lined in all Official Plans in the appendix on The Town I want a paragraph say ing that Mineral resource areas include extraction areas and areas of high priority mineral resources The designated lion areas are areas licenced pursuant to the Pits and Control Act and four areas which were in the process of being licenced Included in the NEC Plan The hearing officers recommendation that To designate mineral resource extraction areas and To designate high priority mineral resource areas which done by means of overlays which form part of the plan be made objectives of the Plan should be dropped council feels Referring to these two items the hearing officer wanted included the Town says it is opposed and no interim designation for the protection of high priority mineral resource areas is necessary as the mechanics are July trial for Pries Eric Pries has been committed to trial July IS nearly one year after he was charg ed with possession of marijuana and ating the drug Pries of Eden Mills was arrested last July after a police raid on his parents home which uncovered many plants growing out side and drying in the barn A member of the Church of the Universe which claims to use the change landuse designations to facilitate any form of development In addition Hills wants provision in the NEC Plan to follow a municipal Official Plan if it is more restrictive This allows a munldpalily to have the degree of detailed planning that is so vital to an individual municipalitys goals and objectives and its overall planning identity The Town has opposed the hearing of ficer recommendation to change the Stan dard Industries land designation boundaries on the maps because in this will change the designation of the lands to a less restrictive designation potential of allowing mineral extraction as a permitted use Hills also concurs with submis to the hearing officer on the NEC Plan given by government agencies and local citizens These submissions either sup ported aggregate produc tion which caused eruption of citizen anger last fall the task force asked that it now be referred to regional planners for review reevaluation and investigation while coming up with a new aggregate policy in consultation with the local municipalities region has been asked by the Town to rescind its motion moving aggregate protection maps from the Official Plan ap pendix to the policy section Hills feels the aggregate protection maps should appear as an Official Plan appendix only The Town has urged that a policy be in serted in the regional Official Plan mineral resource section stating that if a local Official Plan or zoning bylaw is more restrictive than the regional Official Plan that Plan or bylaw shall be deemed not to be in conflict if it conforms with the general In tent and purpose or the regional Official Plan Chairman of the aggregate task force Pam Sheldon has been directed to confer with the Official Plan advisory committee with respect to mineral
