Ministry of Education could in theory lower In Helton Hula and James Martin director of grant and policies for tbe Ministry attended a special Helton Board of Education meeting Monday evening to explain a proposal which would redistribute mottles aero the province in an attempt In equalize the funding of educa tion of all children A provincial ceiling of tary and secondary in 1983 per pupil being cloeeJy followed by poorer boards while tin more affluent areas over spend by as much a per pupil Martin pointed out At MOO over ceiling Halloa is not considered one of the rich boards he aid Based on assessment a com mon mill rate will be charged across Ontario for education taxes Martin ex plained In smaller municipalities in the province tbey may raise only per cent of the ceiling while Metro Toronto or Ottawa may raise per cent Under me proposal the per pupil amount would be the same and anything over that would have to be raised locally without the help of provincial grants Right now the province Is footing per cent of the education bill in Ontario giving out billion in grants of billion spent It averages out to SO per cent but in Helton is actually leu the residen tial tax burden and raise commercial and industrial assessment if board spends over the set ceiling He noted if the residential mill rate in Burlington is 85 then the commercial would be If 100 Is tor residential then tbe would be 117 We would like to equalize the assessment for calculation of grants and apportions pur poses be director said Under present system Martin said all assessment is equalized Under questioning Martin admitted he could not Just raise Ihe ceiling per pupil He explained that by doing this the smaller boards would be penalized because of the big spending boards Right now be said there are boards who spend more than WOO over the ceiling Martin figures mealed Helton hills Milton and Burlington are paying more loan their share of education taxes and lotion of Martins plan would see cat taxes going down Trustee Elaine pointed out that the lax roles in currently wealthy boards would go up Martin agreed Martin assured the trustees and staff lhat Ihe level of expenditure would not change but there could be a little extra raised on taxation that is being redistributed over the phasing in period two or three year The whole is confusing now so why not have it Just a little more confusing Martin stated Don McLaughlin new president Scout council reasonable Good ONE bedroom ac com modal Ion roeiown area with electric neat for mature business lady Call collect sponsor the event Hills and the Town libraries will stage a time management seminar later this year at the cultural centre in Georgetown Last week Halton Hills general committee agreed to help sponsor the event but the chambers of commerce must agree to help pay for it The seminar is being planned by the library and apparently details of sponsorship havent been nailed down yet with the chambers of commerce Councillor Dave Whiting ob served there has been poor communications Ken Richardson reported total cost of the seminar would be or per person if 200 people attend He figured the highest cost to Town would be and added there is In the budget for Town employee education He said a similar seminar was held elsewhere to Halton and was quite successful and that prompted the library board to try one la Hills He said it will be an excellenl opportunity to promote the cultural centre a location for such gatherings as conferences and intra Councillor Harry Levy ob jected to the library board now asking for a subsidy for an even when their budget was cut by council earlier this year He noted grants have been refpsed other groups and be felt lie Town shouldnt be contributing for this seminar Just because Town staff mlnsr no reason for the municipalitiy to help pay to put on Finn observed A time management t be that much of a benefit to Town workers who arc quite productive now Councillor Sheldon said She thought a seminar in fective communcatlons bet ween Town and Library board would be more useful Councillor Marilyn Scr jean I son thought the town should participate calling the seminar a good Investment in staff and potential uses for he cultural Ii would be an excellent seminar Councillor Mike Arm strong said adding as long there wab a crowd there would be no big coat to Town Richardson said there had been no lack of communication between the Town and library and there had been several attempts to contact the chambers of commerce thought the seminar would good for to town employees and felt there would be no problem attracting a big crowd for the seminar He added staff education has been underspent two years The seminar would be helpful to local business as well as government Councillor Rosa Knechtel thought the seminar was ex cellent but was reluctant to support it unless costs were all worked out in advance Mayor Pete said the debate necessary since if chambers doni help sponsor the seminar it wont be held
