Shell Refinery in OakviUe are simmering over Hal tons study of a plan to buy the facility and turn it into a regional public workssewage disposal complex Regional council hopes the refinery is almost ready made for such a complex which could save taxpayers million for the construction of facilities that are needed before the end of the decade But the residents ore worried that such a move will only add up to headaches or them with lowered property values higher pro perty taxes truck traffic and noxious odors A plant has to be built no or buta said Dennis a chief aajrunlstrative officer to about people at a public forum in Burlington Thursday night But though regional staff and a number of councillors carefully that they were just studying their options and that the residents concerns would be a major consideration in any dects on the meeting was marked by suspicion and some cases anger I think we have a beautiful area and 1 am not prepared to accept this said Oak lie resident Robert Gardner You tell me that it won l smell and 1 write you when the plant goes in and tell that it does he predicted You say am sorry but It already there Burlington resident Jim Adams criticised the region for providing only sketchy details though the panel made It clear the investigation was only in initial stage I this meeting is a waste of my time Adams said He and others expressed suspicion that the region was well on its way to trying to implement a plan and in an interview said the residents would have to do some strong lobbying to stop it Years ago you could walk away from a meeting like this and say that s it there s nothing we can do but now we re going to take some affirmative action he said panel took great pains to make it clear the residents would have important in put in to the study Shell bad originally intended to demolish the refinery and sell the site for industrial commercial or residential use All structures on the site have been sold to a demolition firm but Shell and the firm have agreed to holdoff any major work until reaches a decision probably in April indicated that if the region bought the land the lower tax assessment on the property would likely cause taxes to rise But other speakers explained that resi dents shouldn t fear lower property values since Oakville homes near such industires as the Ford plant have not been affected by their location Ilalton director of Public Works Bob Moore stated that odors from a sewage treatment and sludge storage plant would not be a problem if it was well run He said that in the last seven years he has yet to hear one complaint from the homeowners near the region six other sewage disposal sites and he offered to set up lours of regional sewage faciiltes for the residents Halton study will look at the feasibility and cost effectiveness of converting the refinery tanks stacks and buildings to suit their needs If construction from scratch on 50 acres of land currently owned by the region on the South Service in Oakville the projects could cost upwards of Participants taking part la the No- 1 Wood Badge training court for Beaver Cab and leaders Scouts Canada Participant from Acton
