numbers Monday night Last week Councillor John McDonalds motion calling for a staff study into dropping one area councillor for each ward for the next election was turned down Following the debate Councillor Mike Armstrong gave a notice of motion calling for a reduction of four councillors for the next election without a study However when his motion hit the council floor Monday night Armstrong wasnt supporting it it was left to McDonald and Councillor Finn to move and second the motion On a recorded vote only McDonald Poulstrup Mayor Miller and Coun cillor Marilyn voted for the reduction in councils size Serjeantsons vote was a shock since she had spoken twice previously against the motion A study wasnt necessary in fact it was ridiculous Armstrong said since the decision to leave council at 13 members or cut back to nine was a political one He recalled this was all studied in the Bill review back in and a call for just eight councillors and a mayor for Halton Hills was rejected then When Hills was born the number of councillors for Acton Georgetown and was cut from to 13 Armstrong recalled and a further reduction the number of councillors wouldnt save much money only per cent of this years budget He produced figures which showed while the population hasnt gone up that much there has been a significant increase in the number of voters as more residents reach voting age Now with growth looming on the horizon it wouldnt make sense to cut the number of councillors Instead Armstrong said in about 10 years the ward boundaries should be redrawn to reflect the increased population in Georgetown wards He added wouldnt favor creating a new ward to accommodate the growth Theres been too many representatives per ward for 10 years now he said so there was no reason to change now There are too many councillors for the workload which faces representatives Poulstrup observed A decrease in the number of councillors would be absurd Councillor Sheldon said especially in with Its larger geographic area Shethought if there wasnt enough work for urban councillors then Esquesing could have extra councillors With most of the major issues In the rural area Esquesing could 111 afford to lose a representative If the idea for fewer councillors was coming from the people it would be dit but Sheldon said shed heard no calls for a reduction in the number of councillors from taxpayers McDonald suggested meetings would be more efficient with Just nine council members instead of 13 Chopping one councillor per ward would save about a year he continued McDonald wasnt an expert on an area councillors workload Councillor Ross Knechtel said With all the council com mittees now operating as well as outside bodies councillors sit on reducing the number of councillors would just increase the workload and make it hard to hold meetings The Towns entire committee system wouldhave to be restructured if four councillors were chopped Fewer councillors would have to work more and so have to be paid more wiping out the savings in a reduction in numbers Knechtel declared McDonald listed a number of municipalities with more population such as Barrie Samia Belleville Chatham North Bay Richmond Hill and Pickering which have nine or seven council members Sheldon said Halton Hills couldnt be compared toother areas simply on the basis of population because of the marriage here of two urban areas and a rural area Decreasing the number of local represent atives was the first step towards a one tier regional government she warned Serjeantson also said Hills is unique and because of he diversity in the Town having more representatives was a plus it meant more taxpayers received fair representation at council Decreasing council s size with growth coining also wasn wise she felt Councillor Dave Whiting said comparing Hills to Sarnia was a joke since Samia has a city manager system and council is just a rubber stamp Armstrong noted he knows the mayors of both Richmond Hill and Pickering and knows the problems they have their snail councils and hey want more council Councillor Rick Bonnette who supported the study but voted no
