Canadians in town for the week Auld Outlines Solid Waste Management Policies Ontario present and future policies concerning waste management issues such as landfill recycling and returnable containers were outlined today by En Minister James The Minister made his remarks to the Grocery Products Manufacturers of Canada during their annual meeting in Toronto at the Inn on the Park The province has a very definite committment to hold the line on the increase in the amount of garbage Mr said Strong leadership will be taken in this field so that we cut down as much as possible on oneway disposable cartons that will include cans bottles and plastic containers We intend to promote the concept of reusability and discourage Mr stated We will also continue our studies on the practicability of home of some wastes and the development of uses for the material separated SEPARATION AND RECLAMATION PLANTS Mr also announced in to Investigate the development of central separation and reclamation plants and mentioned that the Ministry Waste Management Branch is at the present time working on a proposal for an experimental pilot plant The Ministry is also looking into potential markets for these separated material since it would be in Mr words completely futile to build reclamation plants if the materials separated from the waste cannot bo reused and must be dumped in a landfill CP Rail approached the Ministry about the possibility of setting up a operative research project A similar op has been proposed by the Anglo Canadian group which also involves a limited amount of separation and reclamation the remainder of the waste being ground baled and subsequently disposed of by landfill Both these plans Involve transporting the waste to be landfllled to a site outside Metro Toronto lis location will of course depend on the acceptability of the proposals upon which public hearings will be held within the next month or two Mr emphasized AS AN SOURCE The Ministry fl Waste Management Branch is also investigating the use of waste as an energy source and two studies will be carried out this year Mr Auld said One on the use of ground garbage as a fuel additive in cement kilns another on its use in con junction with coal or oil to produce trtclty In the latter case the advantages of some degree of separation prior to burning will also be examined The removal of metals glass and organic materials such as vegetable waste would have marked ad vantages he said SITES NECESSARY Whatever this Ministry does to help there is no question that now and for some years to come Metro Toronto like the rest of Ontario must continue to depend on landfill for the disposal of a large proportion of its waste declared Ontario Environment Minister Even if central reclamation plants were in operation right now a substantial proportion of the total waste produced in a municipality would still have to be disposed of by landfill Emphasizing that landfill would have to be used until technological advance made other methods more practical Mr said I have no intention of encouraging or coercing any municipality into building an expensive white elephant using unproven processes and producing material the bulk of which has no real value and would still have to be disposed of by landfill The landfill of waste at a properly located and operated site will not pollute the environment impose hazards to health or any significant degree of nuisance even to the residents immediately adjacent he underlined A landfill site like any other large construction project is certainly not the most of neighbours and It would be foolish to pretend that it is Mr Auldwcntontopointout that in some ways landfill is the most flexible disposal method since a development leading to reclamation can readily be planned and in corpora ted particularly if rail haul ran is proved feasible For all these reasons I mutt support the acquisition by Metro Toronto of sites suitable for sanitary landfill but I must distinguish between support in principle of the need to acquire landfill sites and approval to use specific sites wherever they are located I can stole quite categorically that under no circumstances wilt any site be approved where valid objections have been raised which cannot be overcome by changes in the design or the operation of the site or if the requirements of the Act and Regulation cannot be met Before any particular is approved all the procedures laid down in the En vironmental Protection Act must be followed including public hearings before the En Hearing Board As more sophisticated techniques arc adopted vastly greater initial capital costs will be needed said Mr The situation closely resembles that of twenty years ago in the sewage and water treatment field have therefore recommended a program which will provide loans to municipalities for capital expenditures resulting from the implementation of waste management area planning studies an the same basis as loans arc provided for sewage treatment plants I hope that this program can be started soon and will encourage municipalities to adopt more sophisticated techniques These studies are designed to encourage waste management planning for large geographical areas without undue regard jo political boundaries by he provision of percent provincial grams of these studies are now underway and others will be started this year Mr Auld announced Summing up the provinces position he emphasized that the government is com to an Indepth view of solid waste problems and would be bringing forward a comprehensive report of he provincial situ This would plans to be not only for next year or the ear after but for the Distant future this to have a blueprint of how its waste problems can be managed
