Helping Hands Need Help There must be some humor in the activities of our new improved regional brand of local govern ment Because if the humor couldn be found it would be enough to drive one to tears Take for example the case of the Helping Hands in Halton Hills They applied to the region for a grant to carry on their work similar to the grant which had previously been made by the county The first response was to initiate a run around The region said Go to the town Then the town said Go to the region And the region complained You re coming to the wrong people The next phase of the dance was a change of pace After the initial burst of enthusiastic spending by the region it now became penny conscious about squandering its money on services to its citizens Once the really important items such as coun cillors salaries and office equipment had been met it was time to put on the brakes Council seemed at first unaware and then unimpressed by the fact that a hefty of such a grant could be recovered from the provincial government Then came the invidious comparisons Why in the south homemaking services are operated without having recourse to municipal support Why can you m the north follow this shining example That was a question which the poser from Oakville really want an answer for If he had a few reasons might have been suggested The service is largely supported by the Ked Cross and many people find it easier to give at the office to support that organization than to do so at home Which means that the more in south tends to have more resources available while the demand for the service is in the residential areas parts of the region Again the Burlington Red Cross has been able to support the service only at the expense of not supporting fully the provincial Red Cross The Georgetown branch of the Red Cross has not yet been forced into that situation and so in a small sense is helping to carry the of the south Again homemakers in the south can travel to and from their tasks by bus while taxi fares to and from remote add substantially to the cost of running the service in the northern area But the northern homemakers weren t being asked why their circumstances were different they were being exhorted to follow the lead of the south The region wasn t particularly concerned with what the do When you apply for a grant it doesn seem to matter whether the money will be used to care for flower beds or bagpipes or people But they were concerned with where you do your thing whatever it may be They introduced the novel idea that the region should not support any project that does not benefit the whole region Under those guidelines it appears that the service which helped people in the old communities of Georgetown Esquesing Acton and NassaRaweya deserves nothing while the Royal Gar dens in Burlington in the south can come away with a substantial grant It is is good that the gardens were supported though it would take some imagination to see how they benefit the people of Halton Hills The region should drop its spurious insistence that applicants for grants must pretend to serve the whole area of the region The homemakers have provided an invaluable service particularly to families where the wife is in or just returned from hospital Yet they cannot carry on without more funds We hope they will be more favorably received by the town than they were by the region Take Bite Out Of LIP The future of the federal government s Local Initiatives Program lately known as Liberal initiatives is looking bleak Next winter if Ottawa seasonal job creation does return it may have to be altered sub stantially to calm critics The government won t make any decision until late summer and by then there might be a new government but the strikes against LIP may be too much this time around It s been called a pork barrel and a thief of labor Obvious political elements have been downplayed as much as possible by Ottawa but there has been no denying they don exist But some sources close to LIP say the program is approaching a greater degree of honesty which is ironic now that many projects started under the million idea are neanng an end Supporters of LIP fear it will go by the wayside Industry has Been a strong complainant saying it is attracting young people away from regular jobs Sup porters have argued that LIP has provided a new range of social services Any replacement might be a restructuring of the old winter works program Such a program is much less innovative clearing brush from a roadside is not much of a social service but it is much less prone to political disaster With a little foresight our political leaders might decide that LIP has an important role as a backup for seasonal ployment problems It could be a reaching possibilities that are somewhat removed from the initial complaint The onset was clear enough Rev Campbell voiced a strong objection as a concerned parent when a group of four homosexuals two male and two female addressed participants in a Grade 12 health program According to Craig principal of the M M Robinson High School where the Incident occurred the arrival of the homosexuals was not pre arranged Dr J Walker an associate of the McMaster University Medical Centre was the chosen speaker who had successfully addressed the class on previous Unfortunately Walker was not available and his office then referred the request to the Sexual Education Branch It was the sexual education branch that invited the homosexual group to speak at our school I was not personally aware of who they were until they arrived in my office on the day of the presentation In their presentation they did not advocate homosexuality but presented a picture of some of the problems of this particular form of trend towards non cnvolvement and apathy faame Problem In the education of our young people we arc running Into the same problem The open school concept fewer exam broader scopes and general over whelming changes in the way the curriculum Is being presented is not achieving the hoped for results Recent studies have shown that upon reaching the university level our other wise bright young a dulls cannot read properly In presenting our broader we are missing the oat in some of the basic areas We are acquiring knowledge today at an rate that Is will out precedent in our history Our educators arc faced with the grave task of separating the wheat from the chaff Hiding our social problems have never solved or alleviated them A look at our prison system proves this point Advocating the unnatural as natural Is not the solution either In preserving the rights of the individual let us not lean too far In either direction There Is a very thin line between freedom and anarchy The line Is called democracy let us not abuse It We cannot legislate morality but we can be selective and place com safeguards for the good of the individual and good of the majority In our schools wc cannot keep the realities of life from our young people but we can be selective in the amount of depth and first hand ex pcrience we provide is an ancient Arabian proverb that says All sunshine makes a desert Let us not give our young people an educational desert Some of the old and some of the new Is the only workable answer cannot afford to bend too for in either direction Hockey Hospitality Sir would like to take this opportunity to say a big Thank to Georgetown and everyone Involved In your recent Annual Bantam Tournament held during the school break The hospitality shown us was wonderful and we really enjoyed time spent In Georgetown We would like to give extra Thanks to the Billets who took our boys Into their homes and made them so Wc will always have fond memories of the time we spent at your excellent Tournament and hope you will keep these facilities open for other boys to enjoy in the future Again our sincere Thanks Sir To the citizens of Hills As all must be aware by now there has been con discussion about building a recreation com in former town of Georgetown Many of you like myself canvassed from door to door lo determine first if there was a need for such a complex and second suggestions on how it might be financed To the surprise of no one the majority were most definite about the need of a complex One surprising aspect of this survey in die a ted that most people were prepared to pay for it through taxes if necessary Well that was more than a ear ago and it appears lave been an exercise In futility as little to this point has been done There arc those interested groups however that are working diligently to get this project started Many of us have lived here for several years and what little the way of recreational facilities lhat has been provided has been through the good graces of local service organizations The Kinsmen built a parkctte assisted with renovations at ihe present arena Installed flood light at Cedarvale for the minor soccer group the Lions Club provided tennis courts the Optimists have assistance to the Figure Skating Club as well as other groups and so it goes Their assistance is greatly appreciated but they government done Well apart from a great deal of talking not much It is only fair to say that there arc those on I who recognize the fact that need this centre and have worked hard towards this end only their efforts negated by those persons perhaps because of definition who not feel like sharing the are all part of Halton Hills now like it or not Be Attitudes residents of Acton or Georgetown or wherever matters not Whether we benefit directly from the proposed new facilities is unimportant What Is Is that It would benefit H lis as a whole and it is hoped It would be used and enjoyed by all Fifteen years ago there was one old arena and one swimming pool to satisfy the needs of about local residents To day there is close to people in the Georgetown area and we still boast the same arena and swimming pool Now that GO service will be serving Georgetown it will probably result in a further influx of new people to this area who will expect adequate recreational facilities for their families all know how quickly the Regional Councillors voted themselves new salary levels of annually and apart from a few councillors most accepted without much hesitation Now the question of ap propriating approximately SI to build this complex to serve the residents of this community and the cry of too ex pensive can be heard echoing throughout Halton Hills I am sure there Is no one naive enough think that this Is not a lot of money It Is But If this project Is delayed much longer the cost could easily double Apparently a grant of up to has already been approved providing the complex is built by Mar 31 Our council has all the pertinent facts relative to this project to enable them to make a decision This is our community yours and mine and ex panded recreational facilities are a real need If you feel this away then let hear from- you Show our elected representatives that we want action Contact them by phone and or write to them but contact them Our next opportunity to get something done may not come until the next election we wait too long I personally hope we don t have to wait that long Ron Snow Hills Dedicated Staff Sir On the editorial page of the Herald on April 10 an article appeared entitled Rehabilitation Revisited In view the content of this article I am the following comments The offender first of all must genuinely decide that future violations of the law to the of incarceration are u eless and meaningless Once reaching this decision our penal institutions offer a wide range of programs to assist towards a meaningful rehabilitation Trade training academic upgrading psychiatric assistance and professional counselling just to mention a few are available in our institutions for the treatment of the offender Not to mention the very successful temporary program which per mils those who are serving sentences to work or attend school in the community Also included are the many agencies and volunteer organizations who provide assistance during the serving of a sentenke and after the offender return to the community Correctional Institutions Implement century concepts and ideas to assist in the rehabilitation of the offender desp the opinion of those who live and think in the 19th century unfortunately prisons are necessary in our society but when citizens keep them selves informed as to the assistance available to he offender they are not long in realizing that dedicated personnel are doing a great deal for the offender which leads to a lasting rehabilitation Concerns Open Invitation Objectives Sir As pres dent of Elementary Teachers Association I represent approximately 1 300 elementary teachers in this county I mention this fact not because I claim to speak for every teacher but to Indicate that it is my responsibility to be up with the system received my elementary and secondary education here taught In schools under local trustee boards township board Burlington board and finally the Board of Education as It now exists
