the matter that It does not wish to start up the service again Rut If It does it should also state Its decision unequivocally without trying to shove the responsibility for that decision on to council and without making statements about being only too willing to restart this service I do not share Mr Perrotts ears about publicity People are capable of Judging the good work of the Red Cross on Ita
