government should do something about cultural grants It should decide to either loosen or tighten regulations governing money derived from its immensely popular and profitable Wintano lottery Today the government agency responsible for handing out cash to cultural organizations has proximately 20 million sitting around doing nothing It s doing nothing because of confusion surrounding regulations and because of bureaucratic rigidity And it is being bombarded con by organizations which believe they are entitled to a share of the money for their cultural and theatrical endeavors The government agency is in a tricky position It has money from the taxpayers but it recognizes that this money was not received through taxation it was voluntarily placed there by salary and wage earners who took chances on the Wintario draws In that sense taxpayers can hardly complain when certain monies are directed to theatrical groups and others which might not be capable of generating profits from their tures The agency must balance this knowledge with the fact that much of the money used by groups will never be seen again and many of the organizations will exist for only as long as the money lasts However taxpayers who are fed up seeing their tax money squandered on unprofitable theatrical projects might be more tolerant of Wintano money being used to help struggling groups which have something in and worthwhile to offer officials are in a bureaucratic bind They cannot help groups more than once and they have been told to avoid getting involved with professionals rents and salaries This effectively curtails assistance for many theatrical organizations The Actor Repertory Company of Toronto is a classic example of bureaucratic rigidity The company tried last summer togetaSlO grant from Wintario It didn t The company raised privately rented a theatre in Toronto for a month received from the Ontario Arts Council a govern funded agency and started presenting its productions It went out of business three weeks ago owing Needless to say the company is bitter toward Wintario for not providing money We sympathize with company members ana with Wintario officials who have to interpret the regulations But may we also ask a question would the company not have gone out of business anyway even if funds had been provided Has it not occurred yet to the company that its inability to create a profit was perhaps caused by public rejection of its cultural offerings These questions and others should be asked by theatrical groups and by Wintano itself Someone going to their com mlllesbut the point Is there are many thousands of others who for various reasons have made equal contributions but will never be honored How can anyone possibly achievement in relation to heady days of centennial yeor there was warm approval for his idea Since Mackenzie King began discouraging British awards for Canadians there was no way of honoring the out standing achievements In annual prize for the best performance by any of Canada odd federal employees And after nine years this has become a ludicrous Joke The winner is selected by a panel of five judges none of whom live In
