Morrow proposes new regional structure By GEORGE Herald writer Regional chairman row has proposed changes which would significantly alter the structure of regional go vernment In In his six month report re leased Aug to council and the press Mr Morrow made re commendations to reduce the present number of coun cillors by about half limit the chairman a term of office to two terms and change the process by which the chairman Is elected The changes are not rod cal but democratic and very Important Mr Morrow said in a press conference It a new form the old form of government was 100 years old 1 m not doing It to make myself popular Under the present form there are two councillors lected In each ward in the region with one sitting solely at the local level and the other who garnered the most votes sitting at the regional level as well Regional councillors then elect a chairman from amongst themselves and a byelection Is held In the Mr Morrow noted that the recent report by former Pre mier John on metro politan Toronto recommended that the chairman should con representing his local seat He concurred with no- harts that the should continue to be elected even If Indirectly rather than by cam palgnlng at larg The power transferred to the chairman a office by that considerable political base would moat certainly not be in the best interests of local governments Mr Morrow said The workload of the chair man office is such that it would be irresponsible to ex the chairman to be able to give more than token re presentation on local council It might require the chair man to become parochial at a time when this region has an urgent need for a chairman and members of council who are able to consider the broad regional view as a priority he said The conflict between hav ing the chairman elected and retaining his local scat and the need to have chairman who is truly a representative of the region can best be resolved by reducing the number of regional councillors and Vie to make regional government a govern Mr Morrow told re porters region council would produce members more dedicated to the success of regionalism This ttnitnt would re move fur a by election and ah i allow regional council to met in the councils and school boards thus up elect office to more citizens 1 work during normal hours Citing the report on the Oil region Mr Morrow said councillors serving at regional level have a strong to take viewpoint based on pmur it the local level with the result that the authority and effectiveness of regional is undermined As well the workload dally for mayors is too he ivy and regional duties rather than local ones tend o get neglected But should ell decide to retain the present Dill 151 which created the region of 1 1974 should be amended to restrict a chairman to two consecutive terms Mr Mor row said sufficient time for any chairman to institute hinges and new policies It would prevent the chair man office from becoming too powerful and prevent any individual from monopolizing control of local government indefinitely Mr Morrow also had two recommendations for n regional one that It be by secret ballot and another outlining the vol procedure Our democratic society is based on an Individual right to cast heir ballot in secret he said Our political parties elect their leaders by secret ballot and to consider any other method would be a violation of our tic principles As regional council has no procedural bylaw Mr Morrow supplied council with a draft bylaw wherein a lie vote for chairman would be settled by drawing lots rather than having the Lieutenant Go ver nor in council decide He also recommended that Administration committee provide rules of procedure to cover the formation of a lng committee to recommend the committee appointments meeting schedules and council sealing arrangements Mr Morrows final recom was that the salary of the regional chairman be set for Dec 1078 Ihe final day of his term of office In a survey he did of the salaries of 12 regional chair man he discovered that his per year stipend placed nth with only Muskoka lower a 1 and Metro Toronto at the top with Average salary for regional chairman is He made no recommenda lions of what salary next chairman should get and said he does not want nor will accept a raise He also surveyed Ihe of regional councillors In regions Here clllors fared a little better placing fourth with an annual salary of Durham re gion was highest with I and Muskoka lowest with S00 The average was OS Mr Morrow declined to say if he would run for another term When he elected chairman he felt It would be a part lime Job but con ceded that Ihe position tends toward a full time status in Ihe future Mr Morrow Is an air line jet pilot All of his lions will forwarded to com of council before coun cil Itself passes them on Ills six months in office bare reinforced his views on re gional government Mr row told reporters In my heart I know we have done the right thing in creating regional government WEDNESDAY AUGUST 1J7J Home Newspaper of Halton Hills The fullsize paper reaching more than homes In Hills Regional underway A legal delay which might have scuttled construction of Regions million headquarters has been removed Peter Lush regional council landlord objected to council action June 16 to go ahead with construction headquarters at Bronte Road and Queen Elizabeth Highway on the grounds that was million over budget and to be constructed in the Parkway Belt Last Wednesday Mr Lush removed his objections after a Judicial review he requested of the Supreme Court of Ontario on Provincial Treasurer Dorcy McKeough a decision to permit construction In the Parkway Belt was postponed until August The possibility looms of holding up the project necessitating winter con with its Inherent higher coats and with many man hours of nonproductive time being spent Mr Lush said in his letter to regional councillors I am advised lhat we have a strong supportive case on matter at the moment Mr Lush said However I have been weighing all of the facts and have come to con elusion that my further actions could be a destructive nature not helping out local govern nor costs related to this building project Mr Lush said he entered the legal arena at the risk of prejudicing his business position to give council the opportunity for a sober second look He noted that although he ample support from a cross section or people In for his position there has been no specific stand taken by any of the four Municipalities He maintained his position still has merit but Instead of possibly achieving substantial dollar savings higher end costs could well be the con sequence He wished council success in their new home and pledged the full support of his company during the Iran period Work files gravel info Information pertaining to the opening of two wayside gravel pita in received and filed by works committee Monday after town engineer Bob Austin silenced Coun George Maltbya and Coun Marilyn Serjeantsons protests that the method used to inform council was high handed The two councillors were annoyed that council was In formed by the Ministry of Transportation and Communl cations la a letter that gravel from the pits would be used by Armbro Construe lion In the widening of the interchange at Highway and Highway 10 and that Hills council permis sion was not necessary Mr Austin said MTC In formed him a month ago of Ihe decision to reopen Odorlco pit on the Sixth Line and the Saltier pit on 20 Sideroad I didnt need the works approval and If I bought all my correspondence to committee we d be tied up for hours he said The gravel trucks will car about tons of el he said Trucks travelling from pit to the high way reconstruction will pro bably use the Sixth line to and trucks travelling from will use Side- road to Highway The MTC has assured us that the roads will be returned to their rxnent condition The ministry has applied calcium along the Sixth line already he said said getting the roads repaired la only a verbal agreement with the Ministry and the town should have It in writing Who do you want the agree ment with answer me that Mayor Tom Hill said you re doing ail the complaining You should bavo checked with the town engineer first to get some background Information But you been too busy running around finding out about the kennel opening up in Lime- house getting us In trouble with our solicitors Mr Austin interjected say You won I get a written agreement withe the MTC when they will be repairing our roads The ministry is doing this for goodwill they don t have to do It He also pointed out the MTC dldn issue the permit to reopen the pits The of Natural Resources did Construction bid for the Job and they chose the Spitzer and pits The only way the town could have prevented this move by the MTC is to remove the aggregate pits from the com merdal maps that Armbro bid on Mr Austin added Coun Buss Miller attended works committee to express his concern for the traffic lhat will Increase at Sixth Line and 20 Since Mr Austin Is preparing a bylaw to restrict Indusmln trucks travelling the 17 perhaps we could exnted some type of res trie lions to control traffic at the Intersection and protect lives That would be a political decision Mr Austin said As far as we are concerned It Is a legal road to be travelled upon Along Trafalgar Road and 17 Sideroad there will be advance warning signs and along the route signs reading Trucks Turning will be posted What do we do wait until someone Is killed Coun Mil ler asked Persons do have re spect or what the tow a tries to do for safety measures Mr Austin said There are children that play under graders he said and the parents seem totally unconcerned I can t worry If someone will get killed It could happen as soon as you walk out the door CHARMAINE BIGELOW Queen to CNE Nineteen yearold who was chosen last September as Acton Fall Fair Queen will be Austin said the Eighth Line received i treatment of calcium for thi third time this year The construction Is scheduled in Ihe budget for and tri Mr Cunningham asked if ditches could be cleaned out 1o alleviate some or the water off the road Mr Austin told ining out ditches Is con more than road and t It advisable to repair segments of the road But he I arc some areas vhirt the water could be off and the works ilepirimeiil will do what It con regional only one thing in common in their reactions to the changes proposed in re- i govenunti by chairman Morrow they like some parts of his propo sals but not others Marrow fl recommendations included changes In the method of electing the chair man In his duties in the number of regional councillors and in the salary of the chair Mayor Tom Hill found some thing to disagree with in the very first paragraph of Mor row recommendations he prefaced his re marks by saying There lot of good in it Morrow noted that John barts the former premier of Ontario who recently finished a two year study Into Toronto recommended that unlike now the regional chairman represent his own seat as well as be chair man recommendation which Morrow supports There no way a man can do both Jobs Mayor Hill told The Herald in an interview should know lhat The jobs of the regional coun and the regional chair man two completely dlf ferent functions the mayor However Morrow did note in his report that considering the chairman workload it would be Irresponsible to ex peel the chairman lo be able to give more than token repre sentation on local council As well the chairman might be come parochial when he and council needed to have a broad regional He right Mayor Hill observed but noted there appeared to be a contradiction in the chairman da lion Morrow felt that one of the benefits of having the chair man elected by council yet at same time retaining his scat would remove the ncces for a Another Is thai with a reduced number of regional councillors 12 or 14 rather than regional meetings could be held in the evenings permitting more liens to participate The mayor fell Iherc was a In Morrow men da lions regarding a dale who had his eye on chairman a seat Such a dale should Id voters In his ward thai he plans lo run Tor Ihe chairman office Mayor Hill said And as for evening meeting there not enough night In the week he added Turning I Morrow second major recommendation Ihe chairman be elected by secret ballot Mayor Hill said he supported II completely Rill 151 which created the region of Hal Ion requires that in voting for chairman coun do it by standing In alphabetical order Such a manner of voting can create long lasting tensions in re gional council Mayor Hill said Morrow provided In his re port a draft copy or a proce dural bylaw to govern Ihe election or the chairman and set up a striking commit lee The mayor termed the draft bylaw perfect and felt that a sinking committee which would recommend committee appointments meeting ults and council seating would result In a better of various councillors talents Morrow final recommend was that the regional council set the chairman sa effective Dec 1OTB the last day of the current term of office Mayor Hill noted that there should be a difference between Halton chairman and Peel but not with as wide a spread as is now According to figures pro vided by Morrow he makes a year while Peel chairman makes The average salary of 12 regional chairmen is and Mayor Hill felt Halton chairman should be getting at least that much Mayor Hill said he had no objection to not sitting on a reduced council as a mayor because he busy enough as It Is He noted that Halton four mayors should however sit on the police commission which was himself and Mayor Harry Barrett plus three appointees of the province Glen Magnu son of Georgetown William Hourigan of Burlington and His Honor Judge William A reduced regional council where councillors did not sit on local councils would result in a lackofllason Mayor Hilt said with Ihe result that public would suffer some confusion at limes Although Coun Booth felt some changes could be made according to Morrow recommendation Ihe structure of regional govern ment Is not something we should be fooling around with he said II has been established It has its faults but It Is up to us to make It Booth was not In favor of the chairman retaining his scat on regional council There Is too much work as chairman and he could not be as as he Is now Booth A byelection could be a voided by electing a chairman for the following term but before the municipal elections be they In December or as may be In November Coun Booth said That way he would have two months lo get bis feet wet and plan the Inaugural meeting Coun Booth felt thai a re duced regional council was unlikely He noted that Acton Ward One has not got enough representation on Hills Council and only one on re gional council Coun Russell Miller said he was looking for more direction In the chairman report but did not find it He felt Mr Morrow recommendations brought one tier government one step closer Once you get the govern ment set up to deal strictly with regional government Miller said it be so fir away from the people there be no communication between the two govern Itwouldbebcltcrtod away with regional council Coun Miller suggested and have Instead the same kind of Coun Miller said he has representation as the former great personal respect for county council responsible for Morrow but they re rising soft services and some roads Page Picked Up in Passing
