had been made properly he explained council should have received a report from the regions personnel director stating hi ring policies and comparing CAO starting salaries among other regional Coun Mulkewich also warned council about the finance com mil tee recommendation saying It would legalize an illegal action The committee suggested paying Mr a lump sum equal to the difference between his salary as regio nal solicitor and the starting rate for a CAO A similar request was approved by council last fall for acting regional treasurer James Stewart who took over from former treasurer Don out that individual department heads were ordered to use a bare bones approach in preparing their own budget recommend ations proposing or expanding programs only when neces sary Medical officer of health Peter Cole for one has indica ted an urgent need to expand his departments staff Other additions to this years draft budget Include an extra In general welfare assistance to meet growing demand and tighter provincial standards and another Tor Centennial Manor provincial subsidies arc expected to provide most of the Manors funds The Childrens Aid Society wants another increase in Its allocation representing about per cent more than last year to ensure continued and effective program operat ion Mr pointed out that the Societys budget needs like those of the Police Com mission and Items two con servation authorities are lar gely beyond the control of regional council Councils various commit tees will spend the next five weeks deliberating portions of the draft budget then
