business promotion proposal last week was one of anger and dismay business development director Matthew Fischer unveiled his plan for the biggest industrial promotion weve ever seen here poin ting out that the 200 per cent cost in crease it entails merely puts Halton in the mainstream alongside other regional municipalities ana their self- promotion expenditures While the new scheme if ap proved by council would increase our per capita spending on business promotion from 68 cents to he reported wed still be more than cents per capita behind Ottawa- Carleton Our initial reaction then was what has Mr Fischers office been doing these past six years Councils response to the proposal was cautious the members concerned more about taking on the added expense in one lump sum for a largely unknown product rather than in the program gradually A airly typical political response we believe No one denies the need in Halton for more industrial assessment a fac tor that would balance the tax ratio and thus lower household taxes We applauded the creation of a regional business development office and had several occasions to commend its ef forts under the first director Bill Mar shall In the past two years the depar tments efforts seem to have inten sified helping the region as a whole by attracting a few new industries but in variably locating them south of High ways Burlington and may be more attractive locations for incoming industries but until we see some regionsponsored development in north Halton our endorsement of the depar tments work must be less than total Surely Actons ambitious Leather- town campaign stands as a better example of how a communitys com mercial identity if not its industrial sites can be promoted Another reason why Halton Hills regional representatives in par ticular should hold off approving Mr Fischers scheme which would annual spending in his department from to involves the longawaited results of our twin urban boundary studies Recent revelations about the studies preliminary findings suggest there may be more capacity for in dustry in Acton as well as Georgetown than we previously believed No local political decision is more important to Hills than the one council must eventually make on the final study results the Focal Properties Ltd issue the shopping plaza issue and a dozen or more other development questions will be resolved in one fell swoop Once Actons and Georgetowns sewage treatment plants have been accurately measured and their capacities to handle industrial effluent gauged Halton Hills council will the report is silting here staring me like a stack of unpaid bills begging for comment It is after all the biggest thing to hit Ottawa since Parliament recesses with the possible exception of Jim Cowls delicious defeat in he byclcc- lion and it just cant be Ignored I wish it could Commenting on anything fee ling the newspaper business gives me an acute case of discomfort On he other hand there is precious Utile comfort In running away from such comment Thats why the report Itself would just go away Trouble is I am not even confident of my own objectivity Sure It easy to piously proclaim idler objectivity but how docs one really know 1 bet the Royal Commission Is absolutely convinced of its own objectivity but is if How Tor instance did the commission arrive at the conclusion that the Ottawa Citizen is not a very good newspaper As a regular subscriber which is more than 1 can say for the royal commissioners I think its fairly good ALL BAD Thais the trouble with this report Its crammed full of subjective view points the key one being that chain ownership of newspapers Is alt bad As an employee of a chain would be easy for me join that chorus Look Ma I am not scared and applaud the commissions observations Or on the other hand it would be even easier to join the predictable reaction from owners and publishers who would have us believe that all three royal commis sioners are madmen Trouble here is that publishers have always reacted this way to any suggestion of govern ment interference In their affairs Back in the early 1960s when then finance minister Walter Gordon brought In legislation preventing the sate of Canadian newspapers to foreigners the Winnipeg Free Press ran pictures of some of the great dictators of our time Including Walter Gordon and Adolf Hitler You see its very difficult in this business to know when youre being entirely objective Just as some people including Ihe royal commissi oners adhere to Ihe inherent belief that chain ownership of newspapers Is the work of the devil so do many industry people feel that If the govern ment offered a carrier boy a free trip to Disneyland it would be an infringe ment on freedom of the press WILL WAIT Its not only the extreme positions hat cause such Journal 1st discom fort its the manner in which we attach such inordinate Importance to things affecting our industry Already this 300page Kent Commission report has received more attention than the entire findings of the Royal Commission on Corporate Concentra tion in 19TB But then the Report on the Moss Media received far more attention than the Royal Commission on Taxation five years earlier Personally am going to be Far more interested In Ihe eight volumes of research material this commission will be releasing within next few months So far It seems to me the commission hasnt made Its case that chainownership Is particularly undesirable And until there Is far more meaningful data In this respect along with far more realistic assess ments of alternatives It strikes me as Inconceivable that the govern ment would take a serious view of the commissions recommendations for selective divestments by chains and nearchains But thats perhaps an unconscious ly subjective view And rather than pursue ibis I think Ill just wait until the shouting has subsided all the research papers are In and then tit least my subjectivity will be based on fact Negative response minimal over jetsetter Bill Davis Queens Park Derek Nelson Queens Park Bureau of The Herald Now that all fuss has died down about Premier Bill Davis sleek new million Jet maybe It is lime to step back and take a longer look purchase I must admit to a great deal of puzzlement about the strange way he government handled he purchase as well as lo the overkill publicity given It by he press Davis office has only recorded seven telephone calls and letters In the two weeks since the story broke although mind you all were negative Still compared to some issues like whether beer should be served Blue Jays baseball games here the response was minimal And letters newspapers appear to be equally It Is as though politicians and press thought It was a big Issue while most citizens didnt give the purchase a second thought or If they did dismissed as a typical waste of taxpayers money FEW FACTS While I doubt ihe Challenger Jet is absolutely vital to the successful running or the Ontario government seems reasonable to accept the conten tion that It part of the ongoing When Ihe Challenger arrives after a million refit In Texas because theres nobody available In Canada to do It one of three existing aircraft used for executive travel will be phased out The jet will obviously bo more comfortable for cabinet ministers and
