Ratepayer Association which represents over ZOO residents officer A Shrives and M D Henderson that the association has been attempting to preserve the area natural environment by battling a Standard Industrie quarry proposal The association has been the proposed quarry since long before it became popular to be a proponent of the cause that sparked the formation of the Niagara Escarpment commission The association was formed 10 years ago when Standard forerunner Consolidated Sand and Gravel to the termer Esquesing Township council seeking an extractive nation in official plan be township was preparing a The resulting dispute over parts of Lots 11 and II Con 1 and part of Lot plus all of Lots I and Con went to an Ontario municipal board hearing in 1973 were never resolved because BUI 129 came Into being establishing the Niagara Escarpment Cemmls- bearing adjourned pending the commission find on a proper designation tor the land Mrs Sheldon accused trying to vent natural area For Stand ard proposal to be possible It will require far more than a slight alteration to the designations Mrs Sheldon said Since a designation similar to a zoning because it gives an area a permitted use public and other interested agencies like local or regional councils would have a difficult time opposing an extraction permit application once the plan gave the area a designs tion which allows extraction Once extraction Is opponents of any tion for a quarry licence would find themselves allowed only to give input to licence conditions Imposed under Pits and Quarries Control Act Their right to object to an extractive land use would already be gone The designations In the pro posed plan give full protection to the potential aggregate resource Mrs Sheldon said The aggregate going any where and with no provision for major residential develop ment on Standard lands the company longterm lions aren seriously compro mised The Niagara Escarpment Act provides for a fiveyear review of the adopted plan and Standard could ask for a plan amendment at any time during the plan life When the commission drew up its list of minor urban centres It did not include even though the area has the surface qualifications to be In such a designation It was omitted because the area was considered too environ mentally sensitive to tolerate even minor residential growth Mrs Sheldon said If the environmental con were grave enough to prevent any growth in what would normally be a permitted area then major changes in the substantially more sensitive escarpment natural and escarpment protection areas would surely have severe repercussions said No need has ever been proven to make the chajjEa which would open the door to an aggregate operation at she The association hopes new methods of recovery will be Introduced which will alt the need for a new quarry and if not It Is at least decades premature since existing area quarries many years from depleted Six other members of the association also presented con corns about Standard ed changes and their support for the existing designations under the proposed plan the next four days the hearing officers will receive from a total of area residents voicing their concern at Standards pro posals and their support for the proposed plan Mrs Sheldon The supplemental hearings In Burlington began April and run to
