A HERALD Wednesday IS Bikers must be street smart The rash of highway ac cidents in recent weeks in volving motorcyclists suggests that something may be wrong in the manner in which drivers are trained and educated in the use of their bikes We harbor no prejudice against motorcyclists on the and readily acknowledge that several of the recent ac involving bikes have been the fault of car drivers who fail to notice oncoming motorcycles or fail to give them adequate room and time to clear their path Unfortunately though because a motorcycle amounts to little more than an engine and two wheels its riders frequently pursue the thrill of high speeds Then either because of the drivers at maintaining control of the bike or because of the negligence of another motorist accidents tend to happen It s become increasingly obvious over the years that ministry of transportation training and testing on all vehicles is not as good as it should be Far too many drivers are inconsiderate of fellow motorists far too many fail to remain alert and far too many take unnecessary risks On four wheels driver shortcomings like these can usually be circumvented On two wheels the dangers are multiplied High speeds needless to say make motor cycle driving extremely hazar dous in any weather and on any road surface We d like to see much ter training for drivers general ana motorcyclists in particular Perhaps curbs on engine sizes should be con sidered as well Except for the exciting sports of motorcycle and car racing we fail to see why publicly accessible vehicles need to be so powerful Tourist guide a good idea Our congratulations once again to the North Halton Tourism Association which last week held three public meetings that seemed to at tract and enthuse a wide variety of business people and interested individuals We re delighted to see that organizers of the Association came to the meetings with many good ideas hand Thus with new recruits in the audience the meetings got off to a snappy start and avoided the group brainstorming that tends to weigh such forums down News of the 24page north directory outlining the truly numerous points and events of interest in the vicinity is welcome as is the concept of a well structured promotional association setting itself a modest but adequate goal of for the first year s projects There is indeed a tendency on the part of the public toward leisure activities Since so many seem to enjoy them selves the quasi rural surroundings of north Halton why not capitalize better on our natural and man made ces retirement a matter of votes not bucks By Stewart MacLeod Ottawa Bureau of The Herald the Edmonton real estate agent who doesn t spend his waking noun admiring Prime Minist has generated a great deal of publicity for himself by establishing a bribe fund to rid the country of What has done Is set up TERF the Trwleau Early Retirement Fund and he ha expressed the hope Ihst half a million Canadians will each contribute so that the prime minister can be offered a hefty million lo quit his Job And on the face of It that s not a bad offer It clearly beats your ordinary pension plan At the moment it not clear how Is doing Is quoted as saying that literally thousands or Canadians have responded to his plea and that cheques are rolling in all of them made out to Pierre Elliott Trueman a original goal was to raise the million by September giving the prime minister time to turn the party a November convention into a leadership contest CANT LOSE The organizer claims to be deadly serious about the He wants out of office and he figures that half a million Canadians reel strongly enough to pay for the privilege of seeing him go You must admit it s a rather unique approach Trouble Is the only person who la likely to benefit from original endeavour Is the Intended victim Pierre Trudeau At least at this moment it lose First of all the chances of Trueman reaching his objective seem rather remote There may have been literally thousands of Canadians who sat down and wrote out cheques In the initial excitement of tho project but the enthusiasm la unlikely to be sustained And If Trueman falls far short of hut objective as seems highly probable Pierre Trudeau will be a back in Ottawa laughing at the failure of the campaign He has already offered a few giggles suggesting that funds be established in the East so or have to send their money out West He also has Joked about the administrative costs Ask him if he is taking any commission or If there are going lo be any expense accounts or will I get from a half a million people every bit of the 10 bucks hat they all put In Should the campaign fall short of million the prime minister will be Joking about it every time bis future Is mentioned GOING ANYWAY But what if the objective is reached and suddenly gets his hands on million Well Us worth remembering that be has already said on several occasions that be plans to retire before the next election anyway So without any major alternation to his original plans he could end up with a IS million retirement gift from his alleged enemies And with enemies like this who needs friends Trudeau already a millionaire could presumably turn the money over to the Liberal Party of Canada and by taking advantage of tax deductions he could at the very least qualify for enormous tax deductions or his other Income while giving away IS million to spend trying to elect candidates in the West And I am not so sure that a what the contributors to TERF have in mind No the plan going to work When It comes to getting rid of prime ministers nothing beats the electoral process And it a cheaper too THIRTY YEARS AGOFire brigades from Georgetown and were called to Acton in the early hours of Saturday morning to fight a serious fire at the A P Green firebrick plant The huge building was completely destroyed with damage estimates ranging as high as but combined efforts of the three and Commercial Relations Ministry has confirmed what almost everyone already knows In the long run rent controls don work The staff study an analysis of Ontario a seven yearold rent review program details the financial losses Stark vs Nelson no one wins I fear this disarmament referendum issue may have gotten Just a little out of band What started as a coast tocoast push for protest has polarized huge segments of the population with spokes men tending to use some nasty verbal assaults by way of prose tiling the undecided At the extremes it seems you either believe a yes vote In the fall election referendum will make the UN prompt the Soviets and Americans to dump their nukes or else you believe millions of dollars will be wasted on a token demonstration of bleedingheart liberal pacifism that Moscow will laugh off I have in hand two examples of the pro and con spokesmen although one is hardly a spokesman at all but dear Derek Nelson Thomson Newspapers Queen s Park correspondent whose reports appear weekly on this page So corner la his antireferendum column that I used my editorial privilege to veto It his views will simply be here The other side is represented by James Stark himself to me the respect able enough president of Operation mantle who nevertheless gels carried away with some of his press releases I believe what Is really needed to convince the doubters are cool calm facts and a dash of Inspired rhetoric to bolster the fact that Just do not have historic precedent for tbe situation at hand Intend Mr Stark labeled the in Today magazine takes a swing at the media who are not faultless on this Issue by any means Hero a what his Aug 9 release says On Aug the very eve of the tow of the destruction of the US tested a nuclear weapon for about the lime The only benefit seems to be that It shook up a few gambling establishments in Las Vegas over kilometers away for whatever that may be worth US Energy Secretary James Ed wards mumbled something about how maintaining freedom expensive The media dutifully reported this purple passage without asking what possible connection there might be between main taining freedom and exploding an atomic bomb In the Nevada desert After more than I nuclear bombs have been exploded on the planet it Is downright depressing that not a single Journalist has found the wit to ask what It ail about Mr Stark goes charge that there nothing the scientists and military don t know about these kinds of Ions so the tests tests at all but merely W million to million practice runs or perhaps even a bunch of over aged delinquents playing with the fate of the earth He berates the media once more for not posing the five Ws like they were taught to do in Journalism school who what where when and why This is the Muff confrontations are mode of Hod do better to hustle journalists Into going out there and gettlngonofortheGlppcr just like Uncle Ron closer to home much to my dismay are these sterling words from a writer I personally view as Jaded and Thomson Derek Nelson Inks 11 loo bad the referendum has been ruled legal because between now and municipal ballot ting In November wo are likely to see municipality after municipality succumb to moral blackmail and put a dlsarma question before their voters After all who Is against disarmament Mr Nelson then trots out the red herring argument about disarmament not being a municipal concern If the province and feds don do something about it who will I wonder He also attacks some of Operation Dismantle a supporters When you consider such outfits as the Canadian Council of Church and CUSO Canadian University Stud Overseas Canada answer to the Peace Corps arc heavily Involved the connection with municipal government is understandable Mr Nelson s main argument against the referendum Is that historically the Soviets have never honored global agreements on disarmament to the letter Both in the middle 1940s and late 1970s all Russia did was keep building its military What disarmament supporters believe Is there moral equivalence between the Western democracies and the Communist To such people NATO is no different than the Warsaw Pact even though that is nonsense NATO is not poised to leap into eastern Europe it is who train for an advance to tho English Channel Our columnist seems to be laboring under the by now discarded beliefs that the S Is no longer expansionist that it plays no military role in foreign politics and hat those damn just can be trusted Greater democratic minds than Mr Nelson a have concluded that Moscow Is Continued on page AS and Inequities that result from such a program For example only one In four tenants covered by rent review spends more than 30 per cent of their Income on rent More than half of rent review benefits go to Ihe lop per cent of households by income Ills or course statistics like those that explain why we still have such a program Abolishing rent review will aliens too many voters and their anger will not bo matched at tbe voting booth by gratitude from the vast majority homeowners and those renters not under controls who will be better off albeit indirectly without controls The same phenomenon exists with regard to property taxes where market value assessment does not exist Those who would pay more with changes scream Those who would gain and directly so are almost silent LITTLE BETTER Ontario s rent review program Is better than most While It has a limit or price control of six per cent Increases per year landlords may appeal for higher increases to meet costs exceeding that figure Moreover all apartments con structed since 1075 all those where rent exceeds a month and all those under public or municipal control are exempt But even with these exceptions the ministry study shows considerable distortion In the market Rents In uncontrolled buildings for Instance are higher than they would otherwise be because of the rent ceilings Perhaps tho worst aspect of controls Is that It transfers wealth from the aged to the young Another ministry study In 1978 survey of housing units showed an average Income for rental building owners of dollars with 19 per cent of owners being older than END RESULT Rent review arrived in 1975 as a consequence of a superb propaganda campaign run by tbe New Democratic Party that exaggerated and twisted some supposedly large rent increases at that time Someone rent might rise per cent which became headline but few noticed the person hadnt had an increase at all the prior five years Since then the political wars at Queens Park have centred on two distinct aspects of rent review lion attempts to broaden coverage and resistance to government the six per cent ceiling must rise This latest ministry study gives more ammunition to those who want an increase as It says a computer projection shows that the higher the guideline the lower the rent increases in uncontrolled units WHERE This column suggested a year ago that such an increase to nine per cent was coming and soon since Inequities of rent review continue to escalate In pyramid and not linear fashion Unfortunately the Conservative government as Is Its natural wont continued to dither and poke the entrails of Its public opinion polls rather than act Now It appears politically to raise the guidelines for six per cent at precisely the time everyone else being asked to enter tbe federal government a six and five world of restraint Too bad A high guideline is better than a low but no rent review Is best of all Poor tenants should have Income supplements For the rest let the market determine the rates POETS CORNER Four Seasons Leaves froitcrliped Nights turn sleepless Icey branches stab the air lowly by Crowds offend with their
