Manager PHONE scats Qui Hal Page A THE HERALD Wednesday December B Good news in appointments Indications that good news lies ahead for Hills citizens have arisen in the past two weeks with the internal elections of Mayor Pete to the Halton police commission and Betty Fisher as vicechairman of the board of education We congratulate both local representatives for persuading their colleagues on regional council and the school board respectively that they can provide the strength guidance and innovativeness needed on their boards for the next three years Joining Georgetowns Glen on the police com mission Mayor should be able to bring a con vincing northern voice to discussions about the quality and more importantly these days it seems the quantity of policing in the region The construction last year of a new police station in Georgetown has given Division a higher profile than ever with schoolchildren from elsewhere in Halton being bused here for precinct tours because of the of the station Coupled with that Mayor defeat of Mayor Harry Barrett for the commissioners job len ds us a feeling of confidence in the workings of the system Trustee Betty Fisher has proven herself a worthy repres of the people during two previous terms in office While never neglecting north specific concer ns she has impressed her colleagues on the board with her lack of parochialism Thus her election as board vice- chairman last week over one other contender is an indication of the high regard her fellow trustees have for her We welcome Mrs Fishers inaugural address to the board as a promise that shell do as much as she personally can to hold the boards 1983 budget to an eight per cent increase over last year That seems plenty to us and we would hope anyone responsible for pushing that in crease higher be they in dividual trustees or the minister of education herself face political defeat soon after Theres a little irony in Hills twin appointment successes these days many people are asking why we spend so much on education and why we spend so little on policing Maybe the mayor and the trustee can get together on this one BOOST FOR TOY LIBRARY Georgetowns Delta shaggy black hair and a bushy beard Dayeys praise of Trudeau begs for a second opinion By Stewart MacLeod Having earlier enlightened our selves with the views of Senator Keith as tbey pertain to the media snide sneering cynical stereotypic al its rather Interesting to contrast this with opinions of Pierre Elliott Trudeau Its all very startling largely because we are no longer accustomed to bearing anyone even within the Liberal family offering such unbridled praise in the direction of the prime minister But here we had Senator Davey telling with all the sincerity be could muster that Pierre is the most democratic leader any party In this country has ever had Now dont you think that Is worth framing for posterity Think for a moment when Is the last time you heard anyone throw out this type of assessment on the prime minister There might have been similar views offered hack in IMS when Trudeau- had reached epidemic proporti ons but we havent beard much talk like this in the meantime And Senator who Is one of Trudeau greatest boosters didnt stop there No sir it is quite clear that the Senator will have no truck or trade with any detractors of the prime minister WANTS TRUDEAU In fact Senator confirmed those rumors that be has been urging Trudeau to hang In there and fight another election campaign Get this When I sit down and measure up the Undo of qualities which will be desired in the next leader of the liberal Party the inescapable conclusion is the guy who baa those qualities la the prime he was asked but what about the West where the liberals dont hold a single seat beyond Winnipeg and where in the view of most everyone there is absolutely no indication that this Is about to change In the Senators opinion Liberal misfortunes in the West began with former prime minister Louis St Laurent and were by his successor Lester Pearson fact he said only Pierre has won any sizable number of seats in the West The problem is the regtoo must be solved by Liberals there not by the erne minister and be said that I re some rather pronounced views on how we can rebuild the Liberal Party in Western Canada PARTY SHIPSHAPE It seems a pity to Interrupt Sena tor Da when he is in full flight like this but bis observations about the Liberal Party in western Canada will come as a shock to many people It hat might give credence to the oftheld view that the party is too dependent on a Toronto viewpoint and is out of touch with reality in the west In any event it seems unlikely that Senator Davey has devoted much time to listening to the views of westerners If he thinks that Trudeaus leadership is Incidental to the partys fortunes in the area And he also said some other things that might taint qualifications as the top political strategist behind the prime minister One of these things was the observation that the state of the party today Is perfectly satisfacto ry a comment that scarcely squares with the latest public opinion poll which suggests an immediate election would result In a majority Conservat ive government Another senatorial observation was that the impact of Trudeaus threepart telecast on the economy was absolutely first class In fact said Senator Davey as a result of his profound critics have been distraught I said after such a long and deafening silence around the prune ministers alleged attributes this all comes with a sort of unexpected Jolt But if I were the prime minister I would seek a second opinion on some of these assessments I have this funny feeling that Senator is some what overenthusiastic Industry safety violators get sweetheart treatment Queens By Derek Nelson Queens Park Bereaa of The Herald The price of a human life can be or The price of a m might hit 5000 Those are some of the claims that be made in a New Democratic Party task force report due later this month on how well occupational health and safety Is working Ontario Nor surprisingly the preliminary Indications from task force chairman are that It isnt successful From an outsiders viewpoint the most obvious failure is the size of the fines levied under the act In 19J1 at Ontario Gypsum in AJax John Royal was killed in an Industrial The company was charged with safety The fines totalled This year Kenneth died while working or Pioneer Chetoaaw in Peterborough The parent was charged under the act and WHAT VALUE Terry Ryan was maimed at in Hamilton The fine was For leaser violations the fines are even smaller In 1SU there were received 100 per cent convictions and 10000 fines when it charged car dealers who rolled back odometers It would appear that rolling back odometers is much more important than loss of life due to violations of the Health and Safety Act Martel charged And to him these low conviction rates and resulting small fines are only the Up of the Iceberg ONE YEAR For more than a year now has been raising in the legislature one st a time incident after incident Involving occupational health and safety His concerns range from reported high cancer rates on one Job to Labor Ministry refusal to prosecute where he thinks they should in others The task force which beard 150 submissions mainly from union offici als in nine cities was an attempt to draw much of that information togeth er In a unified manner That way it might have greater section with and fines totalling only The fines are a licence to violate the act said He noted the Consumer and Commercial Relations Ministry To the editor of The Herald We were very glad to read in your paper that George Kennedy School has a computer Just playing the tapes we have been given We are very grateful to Mr for teaching us about programming as we will now have the knowledge about computer programming for when we get into high school The Grade Class of St Fronds of Assisi School Impact than It does at present where an occupational health or safety incident tends to be of local concern only and a oneshot wonder In the media MANY CONCERNS Basically argument is that the set which only come into existence in 1979 Is a failure Thers Is a lack of enforcement of existing regulations and a sweet heart approach by the ministry towards companies that dont obey the rules be said Joint managementlabor safety committees either dont exist In many workplaces or are sabotaged If they do The right to refuse unsafe work under the act a major bone of contention when It originally passed Is only partially obeyed For example If one person refuses work another is moved in to do the Job The unsafe conditions still remain he claimed
