thereby keeping the competitive embers alive During the month of February a perfect unity to spend an energy- filled day in the outdoors rather than begrudging our forefathers for choosing the colder urge you to Catch the Spirit Dozens of citizens in Hills have shown the lead and because of their invigorating start on Queens Park Bureau of The Herald Although the government Introduc ed a comprehensive series of amend ments to the Ontario Election Act here this week that wasnt what the opposition parties wonted to talk They were more interested in the governments failure to bring in limits to how much might be spent in an election campaign at the riding level Liberal Deputy Leader Sean Con way complained media reports said the Conservatives spent more than in Iheir bid to retain the Storm riding in Thursdays byelection You know there are people In the far east of Ontario who think It is a Conway said He later told a reporter that the cap on local expenditures In the federal election act of per riding would be a good guide for Ontario In the election Conway him self spent and his Tory oppon ent in the fight for the Renfrew North seat IN TORONTO In contrast the man who really upsets the Liberals Is Treasurer Larry Grossman who spent to keep his downtown Toronto seat in It was the highest expenditure in the province All this is fair enough Perhaps as Conway said an age of restraint should see some limits on political election expenditures But the Liberal outrage goes an extra step They are also furious at Grossman for raising Thats also the highest figure in the election In a convoluted piece of reasoning they call a portion of that money public dollars or in Conways words a tax expenditure This Is because anyone who donates money to a registered Ontario political party up to the legal limit at the riding level of receives a tax credit f or per cent of the amount In short a deduction actually coals a taxpayer about MANY AGREE To Conway and to loo many others around the Assembly on all aides Ihe 75 deduction Is a cost to government The taxpayers money Is assumed to belong to the government lo actually bo In Ihe public pot even though It Is simply money that govern ment has declined to tax Just like the personal exemption Bizarre One suspects that while some of Ihe LiberalNDP distaste for heavy Tory spending is principle more Is jealousy The Conservatives partly because they form the government are just better fund raisers Note none of the three oldline parties object to the most basic abuse of the election finances system that being the direct dollar subsidy paid out of government coffers to any candidate who draws more than per cent In an election MUCH CASH Conway for example received as did his Tory opponent The NDP candidate didnt get enough votes Grossman as well as both his opponents received The amount Is based on the number of registered voters This kickback of cash to the big vote parties is a way of helping them keep any new parties off the gravy train After all a lax credit can benefit any parly but grants are being given those most likely to do well In a campaign The new deposit per candidate that ia suggested for the next provinci al election by the Election Act amend ments is the same type of financial device It will favor the three richest parties the three old line parties of Tory Grit and New Democrat Member of Parliament Parliament Buildings Ottawa By Stewart McLead Ottawa Bureau of The Herald In Premier Rene Levesques current cloudy world his relentless search for any ray of sunshine has probably taken on an air of despera tion but this does not his putting words in the mouth of Italian President That under any definition of diplomacy is a no no could be excused for stretching for some good tidings very little has gone right for him in the last few months but Ihe premier should know that offering up the controversial views of someone else is Invariably a losing proposition It mailers not what President might think of the Canadian federal government Ita not Up to a visiting Canadian premier to reveal them to the world What Levesque said with obvious delight after his meeting with the Italian president was that If and when he visits Quebec next year will make a point of not going to Ottawa Mr doesnt have a very high opinion of the present federal government said the touring NOT NEEDED Perhaps the president did leave his impression but for to come out of the talks and report this to assembled press is nothing short of astonishing About the last thing the president needs is for the Quebec premier to interpret his feelings about the government And about last thing that Levesque needed was for the Italian embassy In Ottawa to Issue a denial of his assessment Its quite possible that President doesnt rank Pierre among bis favorite personalities During recent peace mission voyage to Rome he held talks with Premier without paying a courtesy call on the president and there could be other reasons why has no overwhelming desire to spend an evening with the Canadian prime minister And who knows perhaps president was usually candid In ex pressing some of his views to visiting premier Since such talks are always considered confidential there are probably a great many blunt comments bandied about when two elected representatives get together to exchange views That after all Is why certain conversations are held in private President Pertinl wanted Poets Corner the world to know how be felt about the government presumably be could hold bis own news conference
