embassy would be crippled So Its difficult to know why Canada decided to go ahead with the second round of expulsions par ticularly while playing by those Rus sian rules of not providing any details or evidence of the spying allegations If the secondround expulsions in actual spies why they booted out with the first group no spying was involved why get further embroiled in o numbers game with a
