from waste has never been far from the front of the debate on solid waste disposal Proponents and opponents have argued the ques tions of safety economy and conve nience with vigor and passion Energy from Waste however is like the phrase sanitary landfill a What Is being discussed Is incineration The basic question Is Can we bum our gar bage without polluting our air If the safety problem con be then there are several other lions which must be answered before facilities can be con The economics of a project will be determined by an assured energy market and a sufficient supp ly of appropriate waste Perhaps tip ping fees would be Justified since plants could reduce waste volumes by a consi per cent The initial coals of plants ore usually much higher than those for landfills so if the safety factors were equal then the long term economic benefits would have to be carefully considered Into this mix would have to be factored the current and future prices of competing sources of energy such as gas and oil which ore used generate heat and electric The safety concerns are centered In two areas What exactly Is going up the chimney in smoke and what is contained in the leftover ashes Traditional garbage Incinerators reduces smoke containing flyash metals oxides of nitrogen and sulphur ozone hydrochloric add ana various organic compounds The residual ash Is often toxic and should be disposed of In a hazardous waste disposal facility There Is also considerable evidence that incorrect combustion and certain types of waste produce dloxlru and both suspected cancer causing agents More modem technologies have reduced many of these problems Much of the incineration technology that is now under study is European in design giving the pressures many countries In that area ore because of the lack of sites for landfill Sweden has recently completed a study of all aspects of waste incineration following a moratorium on new solid waste Incineration facilities in 1985 The report that burning was an acceptable method of dealing with municipal solid waste under certain conditions The Swedish experience suggests three things Hazardous materials such as batteries must be removed from waste intended for burning More efficient combustion systems must be used and system must be better trained best available technology must be used to clean gas discharged from the stacks Sweden has concluded that It is safe to burn certain garbage under certain conditions David Hoy a researcher for the federal National Incinerator Testing and Evaluation Program will not give an best available technology has been deter mined Currently the Ontario Ministry of the Environment is In the process of revamping the ex design and operating criteria for Incinerators of all types In spite of all the studies ex pcrlmcnts and research that lias been done the jury would still seem to be out on the question of whether It Is safe to burn municipal waste I have during lost five weeks made several suggestions about the various ways that governments and private citizens can help alleviate the present problems of solid waste disposal It Is not a complete list by any means but I think that reiterating the suggestions one final time will at least illustrate the magnitude of the problem that Is facing all of us First and forcmosl believe that is not a matter to be left unattended to private sector If private operators an going to be in the business Ihe monitor and regulation of such sites must left completely in the hands of government The primary respon sibility is the safety of the citizens and this can only be ensured if they retain the right to determine dump ing regulations and directly monitor site safety Recycling and reduction must become a way of life for every per son and Mandatory rccycl Is an option that every municipality can seriously consider As a matter policy ail new landill sites should be established In con junction With recycling programs and possibly recycling facilities if the latter are practical All dump- sites should have the ability to con duct large scale composting opera lions una as a matter of course be equipped to collect hazardous goods for safe disposal If tipping fees at landfill sites were raised so thai businesses that rccycl received positive economic to participate Inappropriate and excessive packaging must be discouraged both through consumer resistance and government action Whenever possi c packaging should be made from reusable or recyclable materials Deposits on returnable packaging have made some difference but the deviloped a business recycling short term plastic goods into long term construction materials In New Jersey local businessman has devised a method of turning con rubble into aggregates and
