passed by councillors After a lengthy debate coun cillors agreed on increased lot levies that will be used for new development including initial building in Hills Village Lot levies are a tax the builders must pay for eachunit to help off set the costs of providing services such as sewer and water and other facilities such as fire protection and recreational facilities The levies for a single home a semidetached home or a townhouse will jump from per unit to 820 a unit Lot levies on one bedroom or bachelor apart ments will increase from a unit to a unit and levies for two or more bedroom apartments will go up from 1733 a unit to a unit The new levy increases rank Hills 28th out of the most populous municipalities in Ontario for their charges In 1985 when the last complete lot levy review was undertaken HUIs ranked 13th The new lot levies will mean that new residents of Halton Hills will the end pay for the cost of growth said Cam Watson the economist who studied the towns lot levy policy and recommended the changes But the town will have to go into debt during the mid1990s in order to pay for the growth he said Acton Coun Norm Elliott strong ly disagreed with the new rates saying theyre not high enough Many other municipalities have much higher lot levies with no deterrent to growth he said Weve been benevolent he said of the towns low lot levies Ive always felt that lot levies Were not high enough to under write the cost of development We seem to be bucking the trend he said of the towns drop to 28th on the list of municipalities Coun Johnston said she was pleased to see the lot levies are going up but Im not sure theyre going up enough And existing taxpayers may have to bear some of the cost of growth because of the extensive repairs to roads which
