On- but dont hold your breath for Hills to be a watchdog for the province The Smoking in the Workplace Act 1989 Bill is scheduled to be put into action January It will mean at least 75 per cent of an enclosed workplace must be smokefree Business owners can choose a smoking area within the building But before the legislation ias passed in July four municipalities in the greater Toronto area put smoking policies in place for their cities and towns Toronto Markham and Hamilton have sought and receiv ed legislative authority to regulate smoking in the workplace a government document says A municipal smoking bylaw that takes a tougher stand than the pro vincial Smoking Act which affects 233000 businesses across the pro vince would take precedence over the provincial law But there will likely be no such bylaw in Halton Hills Its great having a smoking bylaw but its nearimpossible to enforce it said Halton Hills bylaw enforcement officer Bob Taxpayers cant afford to hire the personnel Not only is it costly but theres no provision that forces a person to identify the bylaw officer said Unlike the highway Tralfic Act that can be enforced by Halton Regional Police the Smoking Act doesnt give special power to municipalities Somebody just has to refuse to give his name and there would be nothing the town could do Mr said But the provincial government says an enforcement officer from the province would investigate local businesses any any time A person convicted of contravening Smoking Act regulations could- be fined 500 A company contraven ing the act faces a 25000 fine But the province doesnt want to extend those type of authorities to municipalities Mr Ustrzycki said There are already controlled smoking areas in the new Town of Halton Hills Civic Centre There is no smoking in the departments About half of the cafeteria is designated for smokers The towns new administrative centre will be safely within the legal limits it has a designated smoking area no more than per cent of the buildings total space The largest company in Halton Hills William Neiison and Son Limited will not be affected by the smoking law Smoking Is allowed in the cafeteria but is not allowed in food preparation areas or in the offices a compnay spokesman said The Smoking in the Workplace Act wilP not affect restaurants where smoking areas are usually designated Radio and television stations banks and any other business under federal jurisdiction will not have to comply with the provincial smoking law Many businesses already have a smoking policy rooster Vern have made a lot of noise this years Canadian National Ex hibitionCNE Enough in fact to win first place in the rooster crowing contest Saturday He wasnt trained for it or anything Mr Hamilton Georgetown said after the victory I just picked the bird up hoped hed crow The roosters were timed for 15 minutes to see which one would crc the most often Vern manag ed to outdistance his 11 com petitors by crowing 26 times That was despite some admitted poor planning on the part of Mr Hamilton his coach Mr Hamilton said he probably should have brought something like a blanket to put over his roosters cage until the contest The idea would be to keep the rooster in the dark so that when the blanket is removed the rooster thinks it is morning and starts crowing I didnt do that Mr Hamilton said I never thought to bring a blanket with me However Mr Hamilton said Vern seemed excited when the con test began and crowed away just the same I think it was just the noise in here he
