this one from the tax payers of riding As was promised during the summer this group of MPs study ing the proposed Goods and Ser vices Tax will get a real sense of what people in our communities think namely that government spending has to go down further and the GST rate should be as low as possible In addition the deficit has to be meaningfully slashed and people have to believe that the tax system is fair These are big issues What peo ple think deserves to be com municated directly to the feds and thats what is going to happen The HaltonPeel tax committee chaired by Caledon resident Colm MacKinnon held meetings in Bolton and Georgetown received submissions and has been studying the GST proposal Right now its report is being written At the same time all the hundreds of responses I received from the GST taxpayers guide which was sent to every home are being tabulated and summarized All of this material will be put together plac ed on the table of the federal finance committee and given by me personally to Wilson There is still time for changes to be made and I think they should be The national debate going on now abrut taxes and the deficit and the future is critically important Everybody deserves a say because we will all be affected one way or another Some of you have heard me say that everybody has a right to pro test against the GST or anything else the government does I dont agree with everything Ottawa does myself But weve also got respon sibilities and to do nothing now in terms of tackling the debt and the deficit would be irresponsible Thats what bugs me so much about Bob Nixon and the other nine provincial finance ministers Last week they held a closeddoor meeting and then emerged to dump all Wilson and the GST Sure they have a fight to do that But as finance ministers they also have a responsibility to come up with constructive alternatives After all more than 30 billion a year of federal tax money is hand ed over to the provinces to spend That is exactly equal to how much of a shortfall the feds have each year between taxes and ditures It is about the same amount that Canada has to spend each year paying athe interest on its debt which increases by over million a day In other words the provinces are as much a part of the problem as the federal government In fact more of the problem Ontarios spending this year is increasing at over nine per cent while federal spending is rising by just over three per cent Given his spending habits where does Bob Nixon get off on cnticiz Wilson while offering no alter native Everybody knows that if the pro vinces had not walked away from the GST bargaining table that we could have had a better proposal to put before Canadians The paper burden would be less the tax would be easily visible at the cash register simple to calculate and simple to administer We likely wouldnt need to hire a whole new mess of civil servants and we might even have gotten a better rate find a solution just exploitation of the problem This is a side of politics which makes me want to throw up Its a side a lot of us have a hard time understanding I had a meeting with senior guys from the Canadian Chamber of Commerce last week in Ottawa people who have threatened to withdraw support of the GST unless changes are made One of those changes is to involve the pro vinces in the tax reform They said to me that as politi cians we had the responsibility of working out a deal with the provin cial premiers and that the Cana dian people expected that to hap pen If only it could If only we had people in public office in Ottawa and Queens Park and Quebec City and across the country who actual ly put the public good ahead of the relentless crippling quest for power There are some frustrating moments here The debt clock keeps on ticking There are ways out The feds will slash spending and I am part of that process now Taxes will be shifted and people will feel the pinch The effort to turn back this tide of deadly debt will be felt every day But without a national will in a country where ten provincial premiers get elected by running against Ottawa can we succeed I hope
