Chairman Peter told Haltons Treasurer Joe Rinaldo and Public Works Commissioner Robert Moore ing Wednesday s planning and public works meeting The Treasurer and Public Works Commissioner were asking com members to recommend that Regional Council approve an extra to spend on water and sewage projects One being the North Halton District Water SCADA system in Halton Hills and MiHon The system monitors the draw on the Amabel After much debate the commit tee voted to recommend the money be taken from the Regions unallocated reserve fund The recommendation will go before council next Wednesday But Chairman warned the region will be unable to cover similar unexpected costs Economic indicators for the Region are not good right now the Chairman stressed And you the committee will be heanng from me in August about the finan cial situation he added Mr Rinaldo concurred with the Chairman noting the Region couldnt support these costs next year Our unallocated reserves are almost depleted now he warned Chairman Pomeroy suggested that to avoid shortfalls in the com ing years the Region will have to consider implementing a hiring freeze andor reducing the use of consultants s farmers call for both immediate financial relief and the commitment to search out long range stability Ramsay said The financial assistance package announced by the Minister includes a Farm Income Assistance Program comprised of short term interest relief assistance as well as direct payments to grains and oilseed producers a twoyear extension of the ministrys Operating Loan Guarantee Program lack of money initially meant the Regions financial shortfall to fund this years projects was just over 800000 But the Region received just over this year unexpected lifelong grants said Mr Another reason for the eventual shortfall was due to the cost of pro jects such as SCADA being greater than the original estimate explained Mr Rinaldo Constructions for the million dollar SCADA project were estimated last fall to cost But the cost was subsequently in creased to Chairman Pomeroy asked and public works staff member Bruce Kitchen why the estimate and actual cost of the con were so different To which Mr Kitchen replied The stope of the work to be done was enlarged The expanded work in eluded instrumentation and con trol systems said Mr Kitchen Committee members were upset that the Public Works Department didnt inform Council about the change in estimate before the 1990 budget was raised in March Mr Kitchen said the department decided not to bnng the increase in construction costs to the councils attention at the time because the Capital works budget process was finished before the increased con struction costs were known Burlington Regional Councillor Rob Forbes asked Mr Kitchen
