THE HERALD Wednesday October 1990 Bilateral talks on aviation OTTAWA Canadians will like ly see better aviation before long between their hometown and American cities In a move described as a bold approach to improving aviation services between Canada and the S the federal government an plans to begin negotia on a new air agreement with the S The announcement was made in Ottawa by Transport Minister Doug Lewis and Secretary of SUte for External Affairs Joe Clark Bilateral agreements set out how scheduled air services may be operated between two conn tries They include cities that may be served frequency of flights routes and Minister Lewis noted that the current bilateral agreement with the S which was negotiated in 1966 and last revised in 1974 is out of date and fails to meet today growing demand for air transpor tation services between S and Canadian cities The objective of the upcoming negotiations is to establish a new and liberalized regime in the in of opening up air links bet ween the two countries Canada and the S will ex amine the possibility of an environment in which Canadian based airlines can operate from any city Canada to any city in the S or within the S The same rights would be given to American based airlines to and within Canada The federal government s move this direction responds to concerns expressed in recent months by many communities air carriers and business terests regarding the current limitations Imposed on the development of Canada S air services by the existing agree ment Mr Lewis said opening Canada US ser vices is essential to provide market opportunities that will keep the Canadian airline in healthy increase op portunities for Canadian business tourism interests and improve services available for air travellers All aspects of air relationship between Canada and the United States including scheduled and charter services for transporting passengers and cargo will be examined at the negotiations Mr Lewis emphasized that the negotiations will include the development of appropriate safeguards for air carriers and of a phased approach to of the new agreement Mr Lewis has invited cial governments the Canadian airline industry labour groups and the travelling public to make representations to the govern consultations that will be held before negotiations begin early in 1991 Horticultural Society names new executive
