Escarp ment Commission amendment that calls for a ban on waste disposal sites on the escarpment NEC Senior Planner Marion faced questioning Wednesday at the Halton Hills Civic Centre during a hearing on Amendment 52 Ms said after the hearing lawyers for the City of St Catharines and the Ci ty of Niagara Falls questioned her on the process the NEC followed to develop the amend ment and the commissions justification for it The lawyers argued the NEC was incorrect in making changes to the amendment after it had been circulated to various agen cies for comments on how the amendment could be improved said Ms Plaunt The line of questioning showed the lawyers misunderstand the process more than anything else said Ms Ms said the NEC justified the amendment on the basis that a landfill doesnt repre sent a good type of land use given the Niagara Escarpment Act she said Landfills are not conducive to the commissions mandate to maintain the escarpment as a natural environment she ex plained If the amendment is approved applicants wanting to establish a waste disposal site on the escarp ment would first be required to obtain an amendment to the Niagara Escarpment Plan Cur rently the possibilities of establishing an in cineration site in Halton she said The Region is required to in vestigate incineration proposals as a condition of receiving pro vincial approval to build a land fill site Ontario Premier Bob issued an apology earlier this week in response to a letter sent to an Orilliabased environmen tal group indicating the province supported incineration The apology dated Feb states the government is current ly reviewing the suitability of in cineration in the province ICE opposes municipal gar bage incineration because its not compatible with the reduce reuse and recycle and com posting As well the residue ash is highly toxic as are the at mospheric emission said Ms van de Valk ICE finds the apology inade quate because the government is not abiding by its province dropped for the first time in seven years the same cant be said for local elec tricity consumption According to an Ontario Hydro press release electricity con sumption in the province declined per cent last year Previously Ontario says consumption had grown yearly from to 1989 In Halton Hills however peo ple used virtually the same amount of electricity last year as they did in said Hills Hydro Engineering Supervisor Dan Guatto in an interview Thursday In comparison town residents used 33 per cent more electricity between 1988 and he said Ontario Hydro attributed the drop in consumption to the cur rent recession strikes in the in dustrial sector a milder winter and cooler summer and suc cessful energy efficiency pro grams Mr Guatto explained hes not surprised Halton Hills electricity consumption remained static in 1990 We dont have as much in dustry as Toronto or he said He thinks the recession and the accompa nying slowdown in industrial pro duction is a major reason for the overall electricity consumption drop in Ontario Mr Guatto predicted people shouldnt expect decreases in electricity consumption in the future in Halton Hills We Hills are set to grow and with
