ship bound for Italy the other showed an Italian policeman with a trun cheon towering over an Albanian who had fallen to the ground These two photographs il lustrated the chaotic situation in the Italian harbor town of caused by the frantic efforts scores of Albanians to leave their impoverished homeland In the meantime the Italian navy has been ordered to stop ships with Albanians on them and to turn them around before they can reach a harbor Likewise almost everywhere in the world the governments of wealthy countries are beginning to close the gates and to fasten the hatches against the poor and hungry The US navy is prepared to stop Cubans from landing in Florida Near San Diego the American government is erec ting a three yard high steel wall echo of the iron curtain that has just come down in Europe to keep out economic refugees from Mexico All European governments are worried sleepless about the avalanche of people leaving the crumbling Soviet Empire and everywhere else in the world poor and hungry Asians Africans and South Americans dream of escap ing to the rich North withits pro mise of peace and plenty On the surface it seems to be political unrest in their homelands that is putting all these people on the road to greener pastures but in reality it is overpopulation that is causing the political unrest Compared to the population density of the so- called third world the seemingly dense population of Europe for instance looks like emptiness The rapid increase of the worlds population is not something we here in Canada like to think about It undermines the illusion that is such an endur ing part of the Canadian mind- scape the illusion to live in a country of unlimited spaces Ontario Arts Council program aims to help literary community Ontario Arts Councils OAC Program for professional writers has been ex panded to include more nonac tion categories such as biography history social issues and travel The yearly budget has been in creased from to for four adjudication periods Deadlines are October January April and July 1992 Professional writers can ap ply for up to primarily for living expenses This program is intended to assist professional writers in completing booklength works of distinguished literary merit in poetry and prose Executive Director Norman sajd Revisions to the program were initiated after consultations with the literary community The program will still be open to worksinprogress in fiction literary criticism poetry visual or performing arts criticism and essays commentary or analysis in the literary tradition Other new nonfiction categories include healthpsychology mentsciencenature philosophy business politics and media Manuals howto books reference materials calendars and cookbooks are among the in eligible projects Literature officer Lorraine Filyer stressed that the program will continue to maintain its high standards of- excellence Juries will assess entries by literary merit and quality she said The program affords the profes sional writer an uninterrupted period of time to work on a draft suitable for presentation to a publisher Applicants must be profes sional writers Individuals who are employed full time are in- eligible unless they are planning to take unpaid leave for the dura tion of the funding period Poetry award applicants must submit five copies of manuscript pages and prose 1989 the staggering number of billion people Everybody at that time accus ed him of having his statistics mixed up and of spreading ir responsible doom and gloom As it turned out by our species had grown to 39 billion people and the much feared billion mark we had already reached in three years before the predicted date In spite of all the efforts towards family planning today we humans continue to reproduce at a fantastic rate Zero popula tion growth is only found in the richest nations and one has to wonder about the reasons behind that Are the rich really that much more responsible than the poor or is it their greed that makes them hostile to children Be that as it may it is- a fact that every animal that is outbreeding its resources will eventually have to face destruction and the reports of famines of fleeing people of political unrest from all over the world might mean that we will have to make some very terrible decision in the near future in order to save our descendants Take China From all the coun tries in the world it has taken the least benign stance towards population growth In China for every child beyond the first the state doles out punishments to fertile couples instead of rewards And yet Chinas enor mous population continues to grow It has been predicted that in another 30 years the worlds population will have doubled once more to an unimaginable
