fees go towards covering the cost of services needed to accommodate new construction Builders will have to pay 5605 to build a house in Halton Hills The fee for industrial development will be phased in over five years star ting with per square foot this year and ending at 88 per square foot in 1996 The residential charge will mean taxpayers wont pay for any service accompanying new housing development through their taxes However until the industrial development fee kick in atl 88 taxpayers will pay a portion towar ds the cost of servicing this type of development Several delegations appeared before Council at a special meeting Tuesday contending the methodology used to arrive at the charges is economically unsound The methodology is based on the premise that existing taxpayers shouldnt pay for new growth That means with every percentage in crease in population there should be an equal increase in services and associated capital growth ex pansion Calling the methodology flawed Dave Page Halton Hills Chamber of Commerce President told coun cillors an existing level of service can be maintained in light of a population increase without necessarily expanding capital costs Using the example of a church Mr Page explained if the congregation grew by 33 per cent then church officials wouldnt automatically increase the size of the church by 33 per cent to ac commodate
