everyone would admit that it is better than no legislation at all it has many major flaws Un fortunately Hills seems to be stuck with this legislation in fighting the proposal by Reclamation Systems Inc RSI to bring garbage from all of On tario to the Acton Quarry bet ween Georgetown and Acton The legislation was written with municipalities in mind In fact the Acton Quarry landfill proposal is the first private land fill proposal to go under the Act Because the legislation assumes that the proponent of any under taking will be a municipality Region and the Town of Halton Hills are not considered official commenting agencies This leads to a very strange situa tion where the municipalities that will be the most im pacted do not get their com ments included in the govern ment review the Blue Book A municipality would not em bark on a project unless there was an established need for a road or for a landfill Therefore the idea of an investment pro posal going to an Environmental Assessment was not considered There has been no proven need to establish a landfill in Halton Hills While the Ministry acknowledges that there may be a need for additional landfill space in the province there is no necessity that RSI be the ones to provide that space RSI is not a municipality with a mandated responsibility to dispose of waste The Act requires that a reasonable range of alternatives be considered The planning must consider alternatives to the undertaking which fulfill the purpose of the undertaking in functionally different ways and alternative methods of im plementing a particular type of undertaking This would include examining alternative sites Halton Region started with sites in their landfill search In fact the Acton Quarry was on list but was POWER results will be realized industrial ly in the near future Currently his research team is focusing on improving the pro cess and developing economical means to produce the necessary enzymes The project cumbersome Because of its many problems the Ministry of the Environment embarked on their Environmental Assessment Program Improvement Project Because the legislation was so inadequate at a meeting with in October Sheldon requested that the place a moratorium on all private sector proposals until the new legislation was ready followed this up with a formal requesl hut we were told that it was not possible to put these proposals on hold attended a workshop on the EAPIP in February of 1989 submitted a brief to the En vironmental Assessment Board in April of While we have no date for the proposed changes in the legislation we will all be anx ious to see what changes have been made We hope that it has been worth the wait s Annual General Meeting has been moved to Wednesday December pm
