of Skills Development Richard Allen announced our in tention to restructure the pro vince training system through the creation of a new provincial board provisionally called the Ontario Training and Adjustment Board As you know our province is facing great challenges The types of jobs available to workers are changing and so is the tion of Ontario Women and the disabled for example do not have access to the right kind of training to make the transition training to work Com panies meanwhile cannot find workers skilled enough for the jobs they offer Ten Ontario ministries current deliver programs Business workers and the prople who need skills training find the system confusing and bureaucratic and these training programs respond inadequately to labout market demands for highly skilled adap table workers OTAB is a new training struc ture directed by those who can best identify and respond to tram needs labour business training providers and com munitysocial action groups While the provincial government will be responsible for seeing that the board initiatives respond to government policies and com will have responsibility m four major workplace and sectoral train apprenticeship programs and services labour force adjustment pro grams and services providing skills upgrading for workers fac Noel North MPP New Democratic Party ing significant change in their structure will be a network of about twenty local boards responsible for identify ing and planning how to respond to training needs in their areas I can think of several reasons lor wanting to put OTAB in place to improve job prospects and job security for workers to provide Ontario restruc economy with a highly skilled work force to get better value for the tax payer s training dollar by eliminating the confusion and overlap of the current system to improve the representation of women the disabled aboriginal people and visible minorities in the workforce to encourage private sector in
