16 THE NEW TANNER THURSDAY, MAY 26, 2011 Township Digest Tow bylaw change In order to bring the Township's accident scene solicitation bylaw into line with the Highway Traffic Act, Guelph/ Eramosa Council voted last week to amend its bylaw that prevents tow trucks from coming to within 200-metres of an accident scene, if sufficient tow trucks are already at the scene to deal with all vehicles. Recently Council was asked by the OPP to enact a anti-solicitation bylaw to fight "outlaw" tow trucks drivers from outside Wellington County who have initiated fist fights over who gets to tow. Police said the "pirates" often offer cut rates, but a driver accepting an offer is at the mercy of the operator for sudden increases and the location the vehicle is towed. While a motorist can call whomever they want to an accident scene, OPP have a list of local firms and will provide it to drivers who ask. The bylaw prevents anyone from stopping, soliciting or offering tow truck services within 200-metres of the scene of an accident or apparent accident, or a vehicle involved in any accident on any highway. The amendment to the bylaw says no person will park, stop or stand a tow truck within 200-metres of the scene of an accident "if there is a sufficient number of tow trucks already at the scene to deal with all vehicles that apparently require the service of a tow truck." OPP Bears ease children's trauma The OPP has launched a new partnership program with Aviva Canada Inc., that will help officers in comforting distressed children they encounter. Thanks to the generous sponsorship of Aviva, the Community Bear Program will equip OPP cruisers with plush black and white teddy bears that officers will hand out to children who have experienced trauma and devastation in incidents. Traumatic situations like car crashes, personal injury, domestic violence and abuse have a profound effect on children, and the new Community Bear can help ease the pain and trauma they experience in these situations. Inspector Scott Smith, Detachment Commander for Wellington County said: "The safety and well-being of children in our communities is paramount to the OPP, and being able to hand a distressed child a Community Bear at a time when they need it can be highly effective in helping them cope with a traumatic ordeal." Aviva has provided an additional 100 Community Bears, which they are selling to their employees with proceeds donated to the OPP Youth Foundation. The launch of the program coincided with Ontario Police Week which ended Saturday, an annual initiative dedicated to increasing community awareness and recognition of policing services, while strengthening partnerships between police and the community.
