16 THE NEW TANNER Final Town budget does not include Monday openings at library Council voted 6-5 against opening the Georgetown library on Mondays, initially at a cost of $108,000, which was still not palatable to the majority when whittled down to $47,000 by the Director of Library Services by using fewer staff. The Monday opening would have increased the Town operating budget's tax increase to 5.9, not 5.7 per cent. Robson argued that with the current economic climate, the time is not right for the Monday openings when "taxpayers are tightening their belts." Ward Two Councillor Bryan Lewis agreed, and Regional/Councillor Clark Somerville said they have invested $13-million in two libraries, and in a budget invested with core services, they don't need a new service. In spirited support of the Monday openings, Acton Councillor John Hurst noted that six of seven comparable libraries are open on THURSDAY, JANUARY 26 2012 "I just don't want to pay a penny more in taxes." That was the majority sentiment by one vote as voiced by Ward Two Councillor Joan Robson during the Town's final budget d e b a t e o n M o n d a y. The Town's approved operating budget includes a 5.7 per cent increase in the Town's portion of the total tax bill, but the combined Town, Region and school board budgets reflects a 2.6 per cent increase. WOMEN TO WOMEN: Guest speaker Acton's Yvonne Marcil (centre) detailed her missionary trips to Africa at the meeting last Tuesday of the Acton Women to Women Networking Business Networking Group. Marcil was welcomed at the Acton Re/Max office by committee members Heather Langley (left) and Linda Olson. Ted Tyler photo Mondays, and elicited the fact that 80 per cent of Halton Hills households have an active library card. "I just think it's a shame that we're going to be opening a beautiful, new sustainable facility ....and we're saying we should keep the door locked," Hurst said, "I don't understand that." Mayor Rick Bonnette voted against the Monday openings, noting when it was approved in 2009, the economy was good. "This is an enhanced service," Bonnette said. "Is it nice to have? Absolutely...Is there a need to have? I don't see it," Bonnette said. Georgetown Councillor Moya Johnson said three years ago, they instituted a dedicated levy in the budget reduced by the budget committee by half to 0.35 per cent this year to pay for Monday openings. "It's not a new request," she said, calling it "pretty devastating" to have the funding cut for a nonessential, but quality of life issue. Politicians who voted against the Monday opening included: Mayor Rick Bonnette, Councillors Clark Somerville, Bryan Lewis M i k e O ' L e a r y, J o a n Robson and Bob Inglis. Those in favour included: Councillors Jon Hurst, Jane Fogal, Ann Lawlor, Moya Johnson and Dave Kentner. The Regional Municipality of Halton www.halton.ca Expropriations Act, R.S.O. 1990, c. E.26.
