THURSDAY, MARCH 8, 2012 THE NEW TANNER 5 The Regional Municipality of Halton www.halton.ca NOTICE OF PUBLIC INFORMATION CENTRE Biosolids Master Plan Class Environmental Assessment Study The Study Halton Region has initiated a comprehensive Master Plan for the management of biosolids generated at the Region's seven wastewater treatment plants. Biosolids are a nutrient-rich, organic by-product of the wastewater treatment process, which is currently provided to the Halton agricultural community for beneficial use in crop production. In 1999, a Biosolids Management Strategy was undertaken which recommended program diversification and flexibility to enhance the biosolids program. Since that time there have been changes in the regulation of biosolids management, as well as new developments in biosolids management methods. It is therefore an appropriate time for Halton Region to undertake a Master Planning Process to ensure the long term sustainability of its Biosolids Management Program. The purpose of this study is to evaluate biosolids management alternatives and methods, and to recommend a strategy that ensures the program's long term sustainability to the year 2031. Staff said since 1985, the developer has not made any attempt to advance the file, and has not addressed issues raised at a 1991 public meeting including ground water protection, traffic and development of lands the community views as "greenspace." Legion tax exemptions Town Council will continue to give the Acton and Georgetown Legions 10-year exemptions from paying property taxes, and will also ask the province to exempt all Legion halls in Ontario, and pay affected municipalities the amount they would have received from the Legion without the exemptions. Since 1988, the Town has granted 10-year prop- erty tax exemptions to both the Acton and Georgetown Legions. The Municipal Act allows municipalities to grant tax exemptions for land occupied by a memorial home, clubhouse or athletic grounds used by a person in the armed forces. The annual exemptions from Town and Regional taxes is approximately $18,490 for the Acton Legion, and $2,280 for the Georgetown Legion. Regional/Acton Councillor Clark Somerville said there are Legions in some areas facing the risk of closure because they can't attract new members and have halls that require upkeep which they can't afford. The Process The study is being conducted in accordance with the requirements for Master Plans under the Municipal Class Environmental Assessment (Class EA) (Municipal Engineers Association, October 2000 as amended in 2007 and 2011). The Class EA process includes public and review agency consultation. As such, two drop-in format Public Information Centres (PICs) have been planned to obtain input on the work completed to date, including the results of the evaluation of biosolids management alternatives and methods, and the identification of a Preferred Biosolids Management Strategy for Halton Region. Representatives from Halton Region and its consulting team will be present at the PICs to answer questions and discuss the findings and next steps for the study. You are encouraged to attend one of the PICs and provide your comments so that they may be included in the study. Comments received will be considered in finalizing the evaluation of the biosolids management alternatives and methods, and in confirming the Preferred Biosolids Management Strategy for Halton Region. Comments and information regarding this project are also being collected to assist in meeting the requirements of the Class EA process. With the exception of personal information, all comments will become part of the public record. Information updates on the Biosolids Master Plan are also posted on Halton Region's web site at: www.halton.ca/biosolids.
