10 THE NEW TANNER Public comment invited on sewage treatment option Guelph/Eramosa Township wants to know what taxpayers think about its proposal to spend an estimated $3-million to upgrade a sewage pre-treatment plant and purchase additional capacity in the City of Guelph's system, which treats wastewater from the village. At a recent council meeting, Guelph/Eramosa Township politicians endorsed the option presented following an environmental assessment conducted by R.J. Burnside & Associates Ltd. to service the remaining developable lands within the village. Other options included building a new treatment plant just to handle the expected development estimated between $6 and $9-million to handle the increase from the village, or building a new treatment plant at $15-million to handle all of the village's sewage. Since 1977, Eramosa has had an agreement with the City of Guelph to service the village's w a s t e w a t e r. Av e r a g e daily sewage flows in the Village have steadily increased over the years and are now reaching the agreed upon treatment capacity with the City, prompting the Class Environmental Assessment (EA) to determine the best alternative to provide sewage treatment to the remainder of the developable lands within the boundaries of Rockwood. Burnside project manager Jackie Kay said the preferred alternative includes upgrades to the existing pre-treatment plant on Alma Street, and would have minimal natural environmental impacts over existing conditions. Councillor Doug Breen asked if the estimated $3-million price tag includes replacing the existing pipe from the village to Guelph, Kay said the existing pipeline THURSDAY,SEPTEMBER 27, 2012 is "adequate," and is only 20 to 30 years into an anticipated 80-year life span. Councillor John Scott questioned if the upgraded facility would have the capability to handle waste from village residents who are on septic systems. Kay said that option was not considered and would require a "future and larger" study. Council's approval of option three triggers a mandatory 30-day review period for further public comment. Following that period, detailed designs would be developed, permits would be issued, and construction would begin.
