In response, the board ap- proved sending a letter to the provincial government out- lining its concerns with the proposed Prompt Payment Act, 2013 (Bill 69). A letter signed by board chair Kelly Amos was sent to Ontario Premier Kathleen Wynne on Jan. 24. The bill, which focuses on progress payments for con- struction work, received sec- ond reading approval from the Ontario legislature in May 2013. Prior to third reading con- sideration, the Halton board says it is strongly suggesting public consultation about the bill. "The board acknowledges timely payment to contrac- tors for acceptable work completed within the terms of the construction con- tract," stated a board press release. However, in the letter sent to Wynne, trustees outlined several concerns including: language contained within the draft bill that has signifi - cant gaps that, it says, will re- sult in added school construc- tion costs; potential impacts on taxpayer-funded budgets; possible delays in school project openings within com- munities; and potential over- payments to contractors.
