StuCor Construction Ltd. was granted an exemption from the Town's Noise Bylaw at Council on Monday to allow construc- tion noise outside of the permitted hours for Friday (Sept. 12) and Saturday (Sept. 13) to do the work. The noise will come from a generator, cement floor finishers and concrete saws and is expected to occur between 7 p.m. Friday and 8 a.m. Saturday. The date was moved to Friday/Satur- day from the company's original request of Wednesday/Thursday after Councillor Mike O'Leary raised concerns from area residents about the noise possibly affecting the sleep of their children. Councillor Jon Hurst suggested Friday/Saturday instead, which was agreed to by Larry Sullivan of StuCor Construction. Mayor Rick Bonnette suggested the company also offer to pick up the tab for an overnight stay in a hotel for residents af- fected by the noise while the work is being done, which was also agreed to by Sullivan. Residents in the area are to receive noti- fication from the company about the over- night work. Area resident Candace Marston, repre- senting some of the neighbours in the area, said they weren't opposed to the townhouse complex, "however we are concerned about the density." "We would like to see the lowest end of the Official Plan, which would be more compatible with the units that are already on John Goy Sr. Trail and Dr. Moore Court," said Marston. Traffic is one of their biggest concerns, Marston said. Currently she said it's almost impossible for residents to make a left- hand turn onto Hwy. 7 from Wallace St. She said she understands the Town has plans to improve that intersection in about five years, but she would like to see it ad- dressed sooner. Marston said if the town is unable to deal with it sooner it "may want to consider deferring increasing density in the area be- fore you can afford the infrastructure that's going to be required to accommodate this project." Chris Mills, the Town's Director of Infra- structure Services, said as part of the devel- opment application the Town has secured some funding from the developer to go to- ward improvements for traffic in the area. He said the traffic issues at the intersec- tion are "quite complex" and "involve a multitude of stakeholders including Metro- linx." Mills said with the opening of the GO station in the area, the Town also has a commitment from Metrolinx to do an anal- ysis of the nearby Eastern Ave. intersection, which works together with the Wallace St. intersection. "We did secure their (Frank Heller and Co. Ltd.) commensurate amount of im- provement money and we will be working with Metrolinx over the upcoming years as demand for that GO station grows to look at potential improvements to the Eastern Ave. and Wallace St. intersections," said Mills.
