DeSousa said at that time the 3 per cent "was fairly reason- able" and Town staff will review and analyze the fees in a couple of years. "In most cases I'll wager at that time they're still on a cost re- covery basis and may have to be increased further," said De Sousa. Director of Infrastructure Ser- vices Chris Mills said after raising the building fees by 3 per cent over the last few years the Town's building fees were on the "high side" based on comparable mu- nicipalities. He added that when they also looked at the type of permits expected to come in and projected staff workload, it was felt it was reasonable to only raise them 1.5 per cent. "I prefer to see everything much lower than 3 per cent," said Councillor Ann Lawlor. She said she hears comments from residents that they're going to Brampton because the Moms and Tots program is cheaper there. "People are voting with their feet on some of these," said Lawlor. Councillor Clark Somerville said the fees are fair, and if that was the case Town Staff would be at Council recommending cuts to fees for programs. "The reality of it is that user fees are for people using the fa- cilities," said Somerville. He said if they were lower it would have an impact on tax rates. Councillor Moya Johnson said Council decided a number of years ago to raise fees by 3 per cent until a certain level is reached be- cause the Town wasn't recovering costs of running programs etc. "We agreed the general tax- payer should not be subsidizing many of these programs to the extent they were and we did have to turn to the users," said Johnson.
