Mayor Rick Bonnette opened the discus- sion, suggesting the Sept. 10 date would be preferable to avoid voter confusion with the Oct. 19 federal election. But that failed to garner support, so Wards 1&2 Regional Councillor Clark Somerville motioned a compromise to move Election Day to Sept. 14 and the town council meeting to Sept. 21. That garnered even less support. But other councillors did not think the pending federal election would be an issue, including Hurst, who said, "I think the 21st is the date Staff is most comfort- able with. It gives candidates an optimal amount of time, and I am sure the people of Acton can figure out the difference between federal and municipal elections. I am sure the people who are committed to voting will do so." Council then unanimously voted to accept Sept. 21 as Elec- tion Day. Council will pass a bylaw to declare a by- election at the July 6 council meeting. Candi- dates can submit their names as of July 7, with Nomination Day (the last day to throw your hat into the ring) will be Friday, Aug. 7. Election day, Monday, Sept. 21, will be 45 days after Nomination Day. Bonnette said the by-election could be an opportunity to in- crease voter turnout by trying out alternate methods of voting such as via the computer. But Town Clerk Suzanne Jones said under Municipal Act rules the by- election must be held in the same manner as the original election. "Rats," said the mayor. Somerville requested staff consider devel- oping a Town policy on what do when a coun- cil seat is vacated. While the Municipal Act guides municipalities on the steps to follow, it gives councils leeway in the decision-making. Jones agreed it would be prudent. This is the third time since the formation of Halton Hills council in 1974 that a councillor has died while in office. The first was former Mayor and Councillor Tom Hill (a by-election was held) and the second was Councillor Bill Robson (the seat was filled by appointment).
